Description
Notice is hereby provided of the Navy ™s intent to contract on a sole source basis with SENSA Solutions, Inc., d/b/a Korn/Ferry US Government Consulting Services for the execution of executive leadership development training and competency assessments for current and future Senior Executive Service (SES) personnel in support of the Department of Navy (DoN) Executive Management Program Office (EMPO). The applicable NAICS code is 541612. The DON ™s Executive Leadership Development Program is a validated Senior Executive Service (SES) competency model developed by SENSA to support DON Senior Executive Service personnel whom are at various stages in their executive development. This procurement is a continuing effort to comply with an Executive Order on Strengthening the Senior Executive Service dated 15 December 2015, containing a number of requirements to help enhance the recruitment, hiring, and development of the Federal Government ™s senior executives. This is a follow-on requirement to contract N00189-14-C-Z059 whereby SENSA Solutions developed and used proprietary tools to provide career lifecycle management of the DoN ™s executive cadre, which includes leadership development, workforce planning, succession management, individual competency assessments, and trend analysis of historical enterprise-wide competency assessment data. As such, the government has determined that SENSA Solutions is the only source capable of satisfying the DON ™s needs, and award to any other source would result in a duplication of cost to the Government for the development of a similar competency model that is not expected to be recovered through competition. Subsequently, the government intends to negotiate and procure these services on a sole source basis under of the authority of 41 U.S. Code 1901(e)(2) as implemented by FAR 13.501(a). The period of performance for this procurement will be 30 September 2018 through 29 September 2019, with three one-year options. This is not a request for quote. Any interested parties may submit capability information in order to challenge this intent to procure the services on a sole source basis from SENSA Solutions; however, the final decision to process this requirement on a sole source basis rests with the Department of the Navy. Capability information shall be submitted via email to Mr. Art Conkwright, arthur.conkwright1@navy.mil no later than 1600 EST on 4 April 2018.
