Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service. The U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Any pricing provided is not binding but may be used for planning purposes. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. Please be advised that all submissions become Government property and will not be returned. 1.0 Description 1.1 B3 Solutions LLC, in support of the Department of State (DoS) Bureau of International Narcotics and Law Enforcement Affairs Office of Aviation (INL/A) is seeking commercially available options (and rough order of magnitude pricing) to provide a wide spectrum of life cycle and supply chain support, including engineering analysis, inspection and overhaul of the INL/A CH-46E fleet to include component/subcomponent repair, overhaul and testing. 1.2 Background. INL/A has a fleet of 11 operational CH-46E aircraft as well as 8 airframes in non-flyable storage. When the airframes were obtained from the US Marine Corps, the program office responsible for providing them prescribed a maximum airframe service life of 17,500 flight hours or 11 years from the last USMC scheduled depot level maintenance (SDLM)/Integrated Maintenance Program (IMP) activity. A number of components will reach OEM prescribed operational life limits prior to the airframes reaching max service life. INL/A would like to investigate sources/options with capability to provide recurring, depot level maintenance as well as component overhauls to ensure weapon system viability to airframe service life. 1.3 INL/A is the current airworthiness authority for its fleet of CH-46E aircraft and has possession of support equipment, tooling, spare engines, transmissions, rotor hubs and other components that are available for maintaining the fleet. 2.0 Requirements for CH-46 Life Cycle Sustainment Support General requirements: Responses should address the potential offeror's capability to conduct the following services: 2.1 Conduct inspections and engineering analysis to support components and airframe up to the service life of the INL/A CH-46E fleet. 2.2 Provide life cycle sustainment support to include engineering analysis, inspection and suggestions for overhaul schedules of major/dynamic components and subcomponents 2.3 Ability to conduct programmed depot maintenance for CH-46E 3.0 Responses 3.1 Interested parties are requested to respond to this RFI via email NLT April 16, 2018 6am EST to jpassmore@b3solutions.com and dmontes@b3solutions.com. Your response must provide the data requested below: 3.2.1 Name, mailing address, phone number and e-mail of designated point of contact. 3.2.2 Description of recommended technical solution(s); to include key technical processes and experience with similar tasks. 3.2.3 Rough order of magnitude pricing or labor hour estimate to accomplish CH-46 programmed depot maintenance. 3.2.4 Experience with CH-46E or processes similar to the requested services related to aging aircraft and diminishing supply sources 3.3. If your recommended solution does not meet (or exceeds) any of the above requirements, please explain why you feel your recommended solution should still be considered. 3.4.
