- I. SUMMARY This announcement constitutes a Request for Information (RFI) for planning purposes (FAR 15.201(e)) as part of a market survey led by the Naval Air Systems Command (NAVAIR) and the PMA-202 Aircrew Systems, PMA-265 F/A-18 and EA-18G, and PMA-273 Undergraduate Flight Training School program offices. This is NOT a Request for Proposals. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. NAVAIR desires a platform independent physiological monitoring/alerting system qualified for use in a Naval Aviation Environment that can provide real-time information about aviator physiologic and cognitive status in flight. The organization that provides this capability must be able to develop and rapidly field a technology solution that provides a reliable method for detecting / predicting and alerting the aircrew of an impending physiological event (e.g., hypoxia, hypercapnia, decompression sickness, etc.) that may result in degradation of psychomotor performance so that aircrew can take timely corrective action. The organization must be familiar with / able to: • Understand tactical military aviation environment (i.e., flight support equipment and clothing, environmental stresses, tempo, physical constraints/demands, etc.) • Physiological monitoring / alert system must be compatible with current tactical military aviation environment • Aeromedical needs and capabilities, human element and physiology • Provide a physiological monitoring / alerting system that provides insight into cognitive status • The organization must also possess an advanced/detailed understanding of the physiological monitoring / alerting system hardware and software to support timely correction of deficiencies identified during test or after the system is fielded. NAVAIR requests that interested organizations submit a white paper including a capabilities statement to NAVAIR Contracts (AIR 2.5.1.15). (See instructions in Section III) (RFI responses due 30 April 2018 @1600 EST) II. DATA PROTECTION This RFI is an exchange of information between Government and Industry. It is the first step of an iterative process aimed at understanding the existence of sources that can deliver solutions to the capabilities described herein. Additional RFIs requesting further detail may be issued in the future to continue the Government's informational exchange with Industry. Information received as a result of this request is expected to be sensitive and/or proprietary to the responding company and will be protected as such. Any proprietary information received in response to this request will be properly protected from any unauthorized disclosures; however, it is incumbent upon the respondent to appropriately mark all submissions. In order to complete its review, NAVAIR must be able to share the information within the Government and any responses marked in a manner that will not permit such internal Government review may be returned without being assessed or considered. III. INSTRUCTIONS RFI Responses: Organizations should submit a white paper including a capabilities statement package that (1) provides the proposed physiological monitoring / alerting system capabilities, including product description and (2) provides examples of the organization's prior experience working with a physiological monitoring / alerting system. Respondents are welcome to provide multiple responses that vary the emphasis between cost and capability considerations. The respondents should clearly delineate the differences in each response identified. It is requested that the unclassified response have a page limit of 20 pages, double-spaced, 11- point font, and must be in English. Additionally, the unclassified response must be submitted via CD-ROM with electronic media that is Microsoft Office 2010 compatible (that is non-write protected), along with 10 hard copies no later than 1600 EST April 30, 2018 to the following address: ATTN Jamie Billig or Tyesha Parker NAVAIRSYSCOM 21491 Great Mills Rd Lexington Park, MD 20653 Mr. Billig's phone number is (301) 866-4432 and the email address is Jamie.billig@navy.mil. Government - Industry One-On-Ones: Following the RFI Response due date of 30 April 2018, the Government may invite qualified organizations to privately present the white paper including a capabilities statement in person at an Industry Day. The purpose of one-on-one sessions is to allow the Government to obtain feedback from your company representatives. One-on-one sessions will consist of any information on contractor/contractor team capabilities and experience that the participants would like to share. Organizations may be invited for one-on-one sessions via email by Tyesha Parker at Tyesha.parker@navy.mil. The event of PE Industry Day is 22 August 2018. The scheduled time frames will be equal for each company. There is no fee associated with the one-on-one session and seating is limited to four (4) attendees per company. Please do not bring materials for distribution outside of what is requested by this RFI, as the Physiological Monitoring / Alerting System Team will not accept any materials offered. Classified material WILL NOT be discussed and SHALL NOT be submitted. All questions during Industry Day will be documented by the Government Physiological Monitoring / Alerting System Team, and a compilation of all questions (unattributed to the requesting contractor) from the Industry Day will be posted on FedBizOpps. Industry Day briefing slides, attendance sheets and written responses will also be posted to FedBizOpps. As stated above, this is NOT a request for Proposal, and Industry Day is a no fee event. THIS RFI IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT, NOR WILL THE GOVERNMENT PAY FOR ANY INFORMATION SOLICITED OR PROVIDED. Furthermore, the Government will not reimburse the attendees for any cost associated with participation in or attending the one-on-one sessions. IV.
