Description
INTRODUCTION The 411th CSB, RCO Osan, Osan Air Base, Republic of Korea, is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to support/provide a Night Vision System (NVIS) compatible light that will install on all versions of the MBU-20/P mask assembly with no modifications to the mask. The light should be activated in the exact same hands free manner as currently used products and should be currently rated safe-to-fly in F-16 and A-10 aircraft. At this time, the Government is aware of one vendor that can provide services. If market research conducted during this process reveals that no other vendors have interest or capabilities in the provision of this type of service, the Government may limit sources using a Limited Sources Justification based upon FAR 8.405-6(a)(1)(i)(B) that "only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized." The Government is interested in hearing from all vendors that have a capable solution. The result of this market research will contribute to determining the method of procurement. Based on the responses to this sources sought notice/market research, this requirement may be procured through full and open competition. Multiple awards may be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND The current light being used is the GENTEX Mask Light, part number G030-1500-01. Any solutions must be installed using the same tools and method as the aforementioned and currently used light. Light must be NVIS compatible and feature hands free activation. REQUIRED CAPABILITIES The Government requires a Night Vision System (NVIS) compatible light that will install on all versions of the MBU-20/P mask assembly with no modifications to the mask. The light should be activated in a hands free manner. Any prospective light should be compatible with all tools currently used to install the GENTEX Mask Light (part number G030-1500-1). Installation and design any prospective light should match the currently used light so that no training is required for pilots or support personnel. The intent of this Sources Sought is to assess the state-of-the art of the technology available in fighter aircraft mask light products that could be applied to meet this requirement. The Government envisions a solution for F-16/A-10 mask lights that meet the following operational and program requirements: Non-Developmental Item. The mask light should be a non-developmental item to the maximum extent possible. Qualification. The mask light must be rated as safe-to-fly by Air Combat Command in the F-16 and A-10 aircraft and must be activated in the same manner as the currently used light. Maintenance, Inspection and Repair. The Government desires a system with minimal maintenance and inspection requirements at the organizational level. The system should also be easily repairable for deployed units. The system should be maintained in the exact same manner as current mask lights. ELIGIBILITY The applicable NAICS code for this requirement is 336413 Other Aircraft Parts and Auxiliary Equipment Manufacturing with a Small Business Size Standard of 1250 employees. The Product Service Code (PSC) is 8475 Specialized Flight Clothing and Accessories. SUBMISSION DETAILS Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Technical Description. Documentation should be in bullet format. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, CPT Christine Roumo, in either Microsoft Word or Portable Document Format (PDF), via email christine.roumo.mil@mail.mil no later than 12:00 p.m. EST on 6 April 2018 and reference this synopsis number in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. If your organization has the potential capacity to provide the required products/systems, please provide the following information: 1) Organization name, address, primary points of contact (POCs) and their email address, FAX, Web site address, telephone number, and type of ownership for the organization; and 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
