Description
Notice of Intent to Sole Source The Naval Medical Center San Diego (NMCSD) intends to award a sole source purchase order under the authority of FAR 13.106-1(b) due to only one source being available to meet the Government's needs to Agfa Healthcare Corporation, 10 S Academy St., Greenville, SC, 29601-2632. The requirement is for Nexsan Assureon Archive service repair of an out of maintenance support engagement to troubleshoot and attempt to bring the system back online on a best efforts. This requirement will be performed in accordance with the statement of work as shown below: This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements are due by 08:00 AM Local Time, April 09, 2018. STATEMENT OF WORK NAVAL HOSPITAL TWENTY-NINE PALMS ONE -TIME REPAIR THE NEXAN ASSUREON LONG TERM ARCHIVE SERVER **************************************** MARINE CORPS AIR GROUND COMBAT CENTER TWENTYNINE PALMS, CALIFORNIA 92278 ROBERT E. BUSH NAVAL HOSPITAL B1145 RADIOLOGY DEPARTMENT SCOPE OF WORK: The vendor will access the Assureon archive server remotely and attempt to repair the problems with retrieving and migrating the Digital Imaging and Communications in Medicine (DICOM) radiology images. They will connect remotely and look at the Root CA certificate and will address if required. They will also retry to create the IIS certificate for ILMCLIENT web all and will create client and customer certificate. The vendor shall provide all the tools, equipment, labor, and materials to perform the items of work specified in this scope of work. * Description of the Assureon archive server: The Assureon archive is the long term archive that is used to store the DICOM images. These images are accessed through the Picture Archive and Communication System (PACS System). The PACS System application server uses software to view the radiology images that are stored on the long term archive. The Assureon is also used to migrate the long term DICOM images stored at the Naval Hospital to the Enterprise Clinical Imaging Archive (ECIA) server. This server is a vendor neutral archive system that shares the DICOM images across the services for other Medical Treatment Facilities (MTF) for comparison studies. NEXSAN ASSUREON Secure Archive Manufacturer: NEXSAN Serial Number: A48258552 SUBMITTALS: The vendor shall provide a complete report with detailed descriptions of all the work that is completed, condition found, changes made and any recommendations offered to repair the Assureon server. The vendor will also provide written notification of the service engineer's full name, company of employment, last four of their social security number, and proposed dates of service if needed to come to Twenty-nine Palms Marine Corps Air Ground Combat Center and work on the server at Naval Hospital Twenty-nine Palms. The service engineer will need to be escorted to the IMD secure server room by a staff member with a security clearance to enter the server room. Individuals with current outstanding civil/criminal infractions may be denied access to the installation. CLEAN-UP AND DISPOSAL: The work area in the secure IMD server room will be left in a neat and orderly manner with all debris being picked up at the end of the work day by vendor's service engineer.
