- Naval Air Systems Command (NAVAIR) intends to issue two contracts, one to Carlton Life Support Systems, Inc. and the other to Honeywell Aerospace for a New On-Board Oxygen Generating Systems (OBOGS) Enhanced Capability Concentrator (ECC), GGU-XX in support of U.S. Navy F/A-18 and E/A-18 aircraft. This effort will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), Only One Responsible Source (or limited number) and No Other Supplies or Service will satisfy agency requirement. The Naval Air Systems Command (NAVAIR) has a requirement for a new On-Board Oxygen Generating System (OBOGS) concentrator that will provide an adequate and viable breathing solution to mitigate Physiological Episodes, including Hypoxia and Decompression Sickness. Physiological Episodes (PEs) represent the top Naval Aviation Safety hazard. F/A-18 and E/A-18s continue to suffer unacceptable PE rates. The GGU-XX concentrator is an opportunity to improve CO catalyst and sieve beds, along with improved reliability and maintainability. Carlton Life Support Systems, Inc. and Honeywell Aerospace are the only known responsible sources with the appropriate facilities that presently possess the engineering and technical skills; and requisite knowledge of On-Board Oxygen Generating Systems necessary to mitigate the PE events within the required timeframe. This notice is for informational purposes only. Note: The proposed contract action is for supplies and/or services which the Government intends to solicit and negotiate with only one source under authority for FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days (fifteen days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
