- Brief Statement of Work Sources Sought Notice The National Institutes of Health, National Institutes of Diabetes and Digestive and Kidney Diseases (NIDDK) is conducting a market survey to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses and/or HUBZone small businesses capable of serving the needs mentioned below. National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) supports number of Cooperative Agreements through the U01 mechanism. Typically, these Cooperative Agreements are composed of a number of extramural clinical sites and a Data Coordinating Center (DCC). As part of the activities of some of these Cooperative Agreements, clinical trials are performed and involve some or all of the extramural clinical sites, which may be partially funded by collaborator(s) via non-appropriated supplemental funds through CRADA or Gift mechanism. In order to effectively distribute these non-appropriated CRADA funds or Gift funds to participating extramural clinical sites and DCC on a protocol milestone basis, NIDDK requires a contractor to manage, distribute, and track funds in support of these clinical trials and DCC. Independently, and not as an agent of the Government, the Contractor shall furnish all necessary services, qualified personnel, material, equipment and facilities not otherwise provided by the Government under the terms of this contract, as needed to perform the work set forth within the SOW. Specifically, the Contractor shall perform the following tasks, including but not limited to: • Receive non-appropriated supplemental funds from NIDDK for distribution to clinical sites and DCC. • Enter into subcontract agreements with clinical sites and DCC participating in the applicable clinical trial. • Distribute the funds to clinical sites and DCC on a quarterly basis based on protocol milestones or other directives from COR and CO. • Track utilization of the funds based on protocol milestones by the clinical sites and DCC. • Inform the COR and CO that: (a) specific funds are obligated for a particular year; (b) de-obligate the funds at the end of the year if appropriate; and (c) return the funds to NIDDK designated CAN. This request is for interested firms with the capability of providing the required services to submit a corporate capability statement along with projected pricing to assist the Government's adherence to Federal Acquisition Regulation FAR 19.502-2(b). The intended procurement will be classified under North American Industrial Classification (NAICS) code 541219. All respondents are requested to identify their firm's size and type of business. Interested firms responding to this Sources Sought Notice should adhere to the following: (a) Provide a capability statement demonstrating relevant experience, skills and ability to fulfill the Government's requirements for the above. The capability statement should contain enough sufficient detail for the Government to make an informed decision regarding your capabilities; however, the statement should not exceed 10 pages. (b) The capability statement should include references about prior experience with the Government and other organizations, resumes of key personnel with detailed expertise, technical approach and capability, docket billing and management procedures; communication procedures, and any teaming arrangements needed to fulfill the requirement. (c) All capability statements must be submitted via email to amber.harris@nih.gov on April 11, 2018 no later than 9:00 AM Eastern Standard Time. Responses will not be accepted via fax. This Sources Sought Notice is for information and planning purposes only and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited.
