- NAMRU-6 Virology and Emerging Infections Department (VEID) is seeking to purchase laboratory reagents to be used for molecular diagnosis of viruses associated with ongoing protocols studying respiratory, gastrointestinal and arboviral diseases across multiple study sites and polymerase chain reaction (PCR) platforms. Specifically, the requirement involves PCR enzymes for reverse transcription, real-time platforms, and sanger sequencing. Standard operating procedures for use of these reagents have been developed for each pathogen and validated to ensure requirements for scientific rigor are met in regard to precision and accuracy. Standardization and validation of experiments has been performed using reagents such as QIAamp Viral RNA Mini Kit, RNeasy Mini Kit, and others. The use of the above reagents has proven compatible with NAMRU-6 diagnostic equipment and procedures and altering brand or vendor represents a loss in result comparability, supervisor and technician time to develop and validate new procedures and results, and potential logistics barriers given our overseas location and supply support system. The PCR assays have been developed independently for each SOP and involve much time and effort by laboratory technicians, and supervisors for final approval. Reagents used must remain the same as the ones indicated in the SOPs, otherwise the design and validation of these processes would have to be re-initiated, which would delay all processing and the timely diagnosis of public health relevant pathogens. This pre-solicitation is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 12:00 PM Local Time, 16 April 2018.
