Description
The National Institute of Allergy and Infectious Diseases (NIAID), intends to negotiate with 10X Genomics Inc., 7068 Koll Center Parkway, Pleasanton, California 94566 (a small business) on an other than full and open competition basis to procure a Chromium Controller & Accessory Kit, #120223, instrument; Chromium Single Cell 3' Library and Gel Bead Kit v2, 16 rxns, #120237, qty-3 each, and Chromium Single Cell 5' Library and Gel Bead Kit, 16 rxns, #1000006, qty-4 each. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.501(a)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type of contract. Delivery to Bethesda, Maryland 20892 approximately one (1) from date of award. The Genomic Analysis Core has brought single cell whole transcriptome sequencing to the Vaccine Research Center (VRC) and now provides most VRC labs with the technology. Until now we have employed a process whereby cells are index sorted into wells of initially 96-, and 384-well plates. The whole transcriptomes provide not only gene expression signatures but also alternative splicing, polymorphisms and paired IgH/IgL or TCSA/TCRB sequences. This approach works well at the level of 100's to 1000's of cells and is appropriate for Ig probe-sorted cells or small cell numbers isolated from tissues. However, a number of projects have recently started which will require the sequences of transcriptomes form 1000's to 10,000's of cells. The 10X Genomics Chromium instrument is a state of the art machine that uses barcoded gel-beads and microfluidics to achieve this with very high efficiency. In its standard mode, it performs 3'-sequencing and thus gives an overall quantitative assessment of gene expression. Recently, the company has developed a new protocol which performs 5'-transcript sequencing and can thus provide paired IgH/IgL or TCRA/TCRB sequences. There is no other known company to have the extensive knowledge and expertise in the intricacies of transcriptome sequencing. 10X Genomics offers proprietary microfluidic circuits that rapidly partition input samples (e.g. high molecular weight DNA, single cells) which are then barcoded using GemCode technology. This technology is not available through any other vendor or instrumentation. This is the only known instrument in existence that will meet our need of increasing our work flow while allowing us to sequence thousands of transcriptomes in a single run. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. All responsible sources who can provide the same or similar equipment may submit a capability statement that could be considered by email (subject line to reference NIAID-NOI-18-1898054) to Tonia Alexander at talexander@niaid.nih.gov, by 3:00 pm eastern standard time Thursday, April 12, 2018. All information furnished must be in writing and must contain sufficient detail to allow NIAID to determine if it can meet the above unique specifications described herein. All responses received by the closing date of this solicitation will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
