IRAQ INTEGRATED AIR DEFENSE SYSTEM (IADS) CONTRACTOR LOGISTICS SUPPORT (CLS) (SUSTAINMENT) Agency: Department of the Air Force Office AFLCMC/HBNK Location: Hanscom AFB, MA Contracting Officer: Amylynn Whetzell Date: 02 Apr 2018 Proposed Solicitation number: FA8730-17-C-0008 P00004 Contract Award Date: 01 July 2018 Set-aside Status: Undetermined North American Industry Classification Systems (NAICS) Code: 334511 Place of Contract Performance: Iraq POC: David Turnblom NOTICE: This is not a solicitation but rather a Notice of Contract Action (NOCA). AFLCMC/HBN intends to award a sole source contract to Lockheed Martin Corporation (LMC) for a continuation of Contractor Logistics Support (CLS) of the Iraq Integrated Air Defense System (IADS), as a follow-on contract to the current CLS contract. LMC is the Original Equipment Manufacturer (OEM) and owns proprietary data rights to software and is the only vendor capable of providing software maintenance of the current software baseline supporting this program. BACKGROUND: The Iraq IADS program is a Foreign Military Sales (FMS) program between the U.S. Government (USG) and the Government of Iraq (GOI) to provide operations and maintenance products and services to Iraq's Long Range Radars (LRR), Command & Control (C2) systems, and Voice Communications System (VCS). The USG has been designated by GOI to be its Contracting Agent. The Secretary of the Air Force (SECAF) has designated Air Force Material Command (AFMC) Air Force Life Cycle Management Center (AFLCMC) as the acquisition and contracting agent for Iraq IADS. The IADS system is comprised of two (2) LRR radar sites, two (2) Ground Air Transmit/Receive (GATR) radio towers, a Sector Operations Center (SOC), Air Defense Operations Center (ADOC), Local Area Network (LAN) components, environmentally controlled facilities, and Prime Power Generators. IADS provides air surveillance and C2 equipment across Iraq. This system provides the single, primary backbone of the Iraqi Air Defense surveillance and C2 structure. GENERAL REQUIREMENTS: The Contractor shall provide CLS for all IADS hardware and software, to include: on site operations and maintenance support, engineering support services, remote access support, logistics management, Repair & Return / Spares replenishment, preventive/corrective maintenance, engineering analysis, obsolescence management and recommendations for logistical and lifecycle support of the Iraq IADS and associated equipment. The contractor shall provide CLS for identified Prime Mission Equipment (PME) as well Real Property Installed Equipment to include associated Heating, Ventilation and Air Conditioning (HVAC) systems, Prime Power Generator systems, Uninterrupted Power Supply (UPS) systems, Video Surveillance systems, and Fire suppression systems. The Contractor shall provide Depot Level Maintenance under which failed components will be returned to the Contractor or OEM for Repair and Return or replacement. The Contractor shall perform packaging and shipping of all hardware to/from Contractor maintenance and repair facilities in CONUS and to/from operational sites in Iraq. The Contractor shall implement an Obsolescence Management program to establish form, fit, function replacements, as available, for the LRR and C2 systems to identify Diminishing Manufacturing Sources and Material Shortages (DMSMS), which could affect the operational capability or availability of the IADS. This includes planning for technology refresh of system components caused by obsolescence. The contractor repeat delivery of C2 system and LRR Familiarization Training courses previously developed and provided. In addition, CLS personnel will partner with IqAD maintenance personnel to provide mentoring and over the shoulder assistance when opportunities are available. The Contractor shall maintain a Configuration Management (CM) process for the control of all requirements, hardware, software and external system interface configuration documentation, media and parts representing or comprising the IADS. The Contractor shall implement and maintain a Quality Assurance program for the IADS system. The Contractor shall comply with a higher-level quality management system such as the International Standards for Organization (ISO) 9001/2000 or equivalent, and Capability Maturity Model Integration (CMMI). The Contractor shall flow down applicable quality requirements to subcontractors.
