- General Capabilities and Unique Requirements SYNOPSIS: This is a Sources Sought notice, issued by the Naval Sea Systems Command (NAVSEA), on behalf of the Strategic and Theater Sealift Program Office (PMS 385) for information and planning purposes only. This is not a Request for Proposal (RFP) and a formal solicitation is not available at this time. This notice does not constitute a commitment by the Government to issue an RFP, contract, or order. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract or agreement. Responses to the RFI will not be returned. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for, or suffer any consequential damages for any proprietary information that has not been both properly marked and clearly identified. Information marked proprietary received in response to this RFI will be safeguarded and handled in accordance with applicable Government regulations. To aid the Government in its review, please segregate proprietary information. PURPOSE: The overall objective of this Sources Sought is to conduct market research in support of preliminary planning for the acquisition of one Expeditionary Fast Transport vessel, hereafter referred to as EPF. THE GENERAL CAPABILITIES AND UNIQUE REQUIREMENTS ARE ATTACHED TO THIS SOURCES SOUGHT. SUBMISSIONS: This sources sought is being issued for the purpose of identifying contractors with the required expertise and capabilities that might be interested in responding to a formal solicitation if one were to be issued for vessel design and construction. A detailed proposal is not requested. Not responding to this Sources Sought does not preclude participation in any future competitive solicitation, if one is issued. If a solicitation is issued, it will be announced later via FBO and all interested parties must respond to that solicitation announcement separately from the responses to this RFI. It is anticipated that one (1) vessel will be procured. Interested sources are encouraged to submit a capability summary describing similar vessel design(s) and firm's recent relevant business experience and their approach in meeting the requirements stated above. Responses should include: (a) The name and address of the contractor and where the vessel would be built. (b) Contractor point of contact information including names, titles, phones, and email addresses. (c) Facility Description: A description of the contractor facilities that meet the unique ship requirements outlined above. (d) A description of the vessel design identified by the Contractor that meets or comes close to meeting the above listed design requirements. Vessel characteristics should be identified in matrix form (Excel Spreadsheet) as mentioned above for comparison to the requirements listed in Table 1 and 2. If above requirements cannot be met, identify what is achievable with minor modifications. If constructed or under construction, provide vessel owner point of contact information and date of vessel delivery. (e) Whether the business is currently classified as a Large, Small, Small Disadvantaged, 8(a) and/or Woman-owned small business, Hub Zone small business, veteran owned small business, or service disabled veteran owned small business. Information should be e-mailed to Steven Schroeder, PMS385, at steven.schroeder@navy.mil. Information can also be mailed to Steven Schroeder, Program Executive Office Ships (PMS385), 1333 Isaac Hull Avenue SE Stop 2501, Washington Navy yard, DC 20376-2501 and labeled with the solicitation number. Responses are requested by 1700 Eastern Time on April 20, 2018. Submissions may be accepted after this date, but feedback may not be as timely or contribute to NAVSEA's strategic planning.
