Description

Strategic Systems Programs (SSP) will be procuring follow-on engineering services support for U.S. Navy SSP-owned Flight Test Instrumentation (FTI) systems operated in support of SSP Trident II Flight Tests, with L3 - Interstate Electronics Corporation (IEC), via new procurement contract modification under reserved CLIN 0042 of contract N00030-18-C-0001. The work will include planning, maintaining, sustaining, and providing logistics and working group support and life cycle management for the FTI systems to ensure the highest availability and maximize the data collected during flight tests. This effort is inextricably linked to work already being performed by IEC under contract N00030-18-C-0001, which SSP awarded using other than full and open competition pursuant to the authority of 10 U.S.C. 2304 (c)(1). See award notice N00030-18-Q-0001, posted 1 December 2017, with sole source J&A NOsp 15,983. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All responses must be received within fifteen days from the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
