Description
The Mission and Installation Contracting Command (MICC), Fort Sam Houston (FSH) is seeking to identify interested sources and obtain information regarding continued support of the Natural Gas Distribution System, at Fort McCoy, WI. The system is owned by Northern States Power Company (NSPC), DBA Xcel Energy, under contract number W911SA-07-F-0200. On November 26, 1996, the US Army Corp of Engineers awarded the contract No. DACA45-97-C-0038 to furnish all plant, labor, materials and equipment necessary to supply and install the on-base distribution system for delivery of natural gas to points of consumption and upon installation, the distribution system immediately become the property of NSPC. The contractor is required to own, operate, maintain and sustain the natural gas infrastructure, perform new connection and disconnection as required, implement new capital improvement projects as directed to meet Fort McCoy mission requirements. The Army's intent is to award another 10 year contract for continued utility support services. Interested parties shall demonstrate technical capabilities to be considered for award. For example, an interested part shall have a feasible plan to either procure the existing system from NSPC, partner with NSPC, install a new natural gas distribution system at Fort McCoy, or create another alternative that is feasible, economical, and in the best interest of the Government. If no acceptable and economical alternative approach is identified by the Government, the intent is to award a new 10 year contract to NSPC. If an acceptable alternative approach is identified, the Government reserves the right to issue a solicitation IAW FAR Part 15. In performing these services the Contractor shall furnish all necessary labor, management, supervision, permits, equipment, supplies, materials, transportation, and any other incidental services for the complete ownership, operation, maintenance, repair, upgrades and improvements to the natural gas Utility System. The Contractor will be responsible for providing adequate, dependable and safe gas service (natural gas). This will include all purchases and transportation of natural gas from the source of production or sale to the master meter at the gate and then distribution to the end of Contractor's distribution system on-post. It will also include the purchase and supply of natural gas for adequate, dependable and safe gas service. INSTALLATION AND UTILITY SYSTEM DESCRIPTION: (1). All technical data and information listed below is to be considered either an estimated quantity or a rough order of magnitude. (2). Companies responding to this notice should demonstrate interest in the entire scope of the natural gas distribution requirement. Fort McCoy, WI is located in the heart of upper Midwest, in the state of Wisconsin. The installation has provided support and facilities for the field and classroom training of more than 100,000 military personnel from all services each year since 1984. The Fort McCoy complex is situated on 60,000 acres, 46,000 of which are contiguous live-fire and maneuver areas. Fort McCoy provides reserve and active component forces with the networked, integrated, interoperable training resources required to support the Army's training strategies using a full spectrum of facilities, ranges, and training areas. Interested parties should provide a statement of interest on company letterhead. The statement of interest must not exceed a total length of 10 pages, 8.5 x 11, 12 pt. font size. The statement shall include as a minimum, the following information: (1) capability and experience in the ownership, operation and maintenance of similar systems; (2) an overview of your approach (procure the existing system from NSPC, partner with NSPC, install a new natural gas distribution system, or create another alternative); (3) financial capability to purchase, upgrade, expand, operate and maintain utility systems; (4) conceptual rate plan (i.e., will charges for utility service be made from existing rates or from rates developed specifically for service at the individual installation(s) and a rough order of magnitude of the total annual projected costs for 10 years; (5) understanding of the federal, state and local environmental laws and regulations and familiarity and experience with environmental compliance procedures and regulations for the state of Wisconsin and US Environmental Protection Agency Regions; and (6) provide company point of contact, e-mail address, and telephone number. Services under the potential contract includes the commodity. The potential owner of the distribution system equipment does not have to produce or resell natural gas. Prior to award, the offeror(s) shall establish that they will partner/team/cooperate with the local commodity providers to ensure the quantity of natural gas is available and capable of meeting the customers natural gas requirements. Fort McCoy's current Maximum Daily Quantity (MDQ) for firm transportation of natural gas is an average of 2,894,212 Dekatherms (Dth) per year. SITE VISIT AND DATA: Neither a site visit nor the provision of additional data on the utility systems is considered necessary for the preparation and submittal of statement of interest. If a site visit and the provision of additional data be requested, such permission may be granted based upon the interested party's qualifications to provide the related infrastructure and services subject to Fort McCoy's security requirement.
