- LEARNING MANAGEMENT SYSTEM (LMS) This is a REQUEST FOR INFORMATION (RFI) and SOURCES SOUGHT Notice for market research purposes only. This is NOT a request for quote and is not to be construed as a commitment by the Government to evaluate or purchase any goods or services. The Government will not reimburse for information requested nor will it compensate any respondent for any cost incurred in developing information or materials furnished in response to this request for information and sources sought notice. Information received as a result of this notice will become part of our market research and used to determine interest and capability of potential sources. Proprietary information will be protected to the greatest extent provided by law. THIS NOTICE NOR PARTICIPATION FROM THIS NOTICE DOES NOT CONSTITUTE A COMMITMENT BY THE GOVERNMENT. The Defense Security Cooperation Agency (DSCA) is issuing this request for information and sources sought notice as a means of conducting market research to identify parties having an interest in and the resources to support DSCA's Learning Management System and support as indicated on the attached PWS. DSCA is seeking large or small businesses with North American Industry Classification System (NAICS) Code: 541511 Custom Computer Programming Services. The Small Business Size Standard is $27.5 Million. THERE IS NOT A SOLICITATION AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Submission of any information in response to this market survey is purely voluntary. Not responding to this RFI does not preclude participation in any future request for quote, if issued. If your company has the potential capacity to perform the contract services identified in the attached, please provide the following information: 1. Company Name 2. Company Address 3. Company Web site address 4. Company Point of Contact (POC) name, email address, and telephone number 5. CAGE Code and DUNS Number, NAICS number. 6. Tailored capability statement addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability 7. List of contracts currently held with the Government that provide the same or similar services 8. Identify whether your company is a large or small business (HUBZone, WOSB, SDVOSB, 8(a) Firm) 9. Indicate whether or not your company has a facility clearance 10. Indicate whether or not your company has personnel with Secret Security Clearances The capability statement shall be limited to 6 pages or less, 12 font size, left justified, with a one inch margin all-around. The document must be submitted in word or pdf format. No zipped files will be accepted. Telephone requests will not be accepted or acknowledged, and no feedback will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the services listed above and in the attached draft Performance Work Statement (PWS) are invited to submit a response to this RFI and Sources Sought Notice by 2:00 PM Easter on April 13, 2018 All responses under this RFI and Sources Sought Notice must be emailed to Ali Beshir at ali.m.beshir.civ@mail.mil with the subject line DISCS Learning Management System - RFI & SOURCES SOUGHT.
