- THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR ANY RESPONSES TO THIS NOTICE. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS NOTICE IS STRICTLY VOLUNTARY. Information contained herein is based on the most current/accurate information available at the time of publication, is subject to revision, and is not binding upon the Government. Naval Air Warfare Center Aircraft Division (NAWCAD) intends to award a five (5) year single award C-Type Cost Plus Fixed Fee contract. The Aircraft Prototype Systems Division (APSD/NAWCAD 5.4.6) is a component of the Integrated Battlespace and Simulation Department (NAWCAD 5.4) and falls under the guidance of NAWCAD. APSD has a requirement for technical, engineering, supply, facility, IT, administrative, and program analysis/management as well as contractor support services (CSS). This is a follow-on requirement that is currently satisfied under the NAWCAD 5.2 Air Vehicle Modification and Instrumentation services contract by Systems Application and Technologies, Inc. (SA-TECH). In February of 2017, APSD was re-aligned under NAWCAD 5.4 and the follow-on to the current SA-TECH contract will not include scope for APSD, therefore this is considered a new requirement under NAWCAD 5.4.6. The Contractor support to be acquired at the acceptable quality levels include: -Provide technical support services to meet the staffing demands of the APSD technical shops and installation teams. -Provide engineering support for air vehicle modification and aircraft mission systems development. -Perform analysis and verification of designs for airworthiness -Provide technical support of systems during test and evaluation events -Support APSD's involvement with Integrated Test Teams (ITTs) and Integrated Project Teams (IPTs) -Provide project management support -Provide facility and access control support -Provide IT infrastructure support -Provide organizational administrative support -Manage the contract in an effective and efficient manner It is anticipated that this procurement will be solicited as a 100% small business set aside under North American Industrial Classification System (NAICS) Code 541715. The small business size standard is 1,500 employees. The NAICS code is subject to change. The Government is not requesting any specific responses to this notice. However, companies may provide any feedback (such as in regards to the NAICS) to Lauren Anderson at lauren.anderson@navy.mil. A schedule has not yet been developed for the solicitation release. The Government will provide updates to industry via this announcement prior to solicitation release. This notice of intent is not a request for competitive proposals. The solicitation and any subsequent amendments will be posted to the FEDBIZOPPS.gov website. Prospective offerors are responsible for downloading their own copy of the solicitation from this website and for monitoring the site for any amendments.
