Notice of Intent to Extend and Increase the Ceiling of the PEACE Indefinite Quantity Contract Small Business Set-Aside Award Without Full and Open Competition The United States Agency for International Development (USAID) intends to extend the ordering period by two (2) years, revise the performance period, and increase the ceiling of the Programming Effectively Against Conflict and Extremism Indefinite Quantity Contract-Small Business Set-aside Award (PEACE IQC-SBSA) without full and open competition. The PEACE IQC-SBSA contractor is Democracy International, Inc. (DI) (Award No. AID-OAA-I-13-00044). This extension will increase the IQC ceiling by $4.2 million, from $7,000,000 to $11,200,000. The authority for this proposed contract action is AIDAR 706.302-70(b)(5), which authorizes other than full and open competition for an award for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the Government or would result in unacceptable delays. The statutory authority is 40 U.S.C. 113. The PEACE IQC has four main components: 1) Knowledge Generation, Dissemination and Management; 2) Training; 3) Field Program Implementation and 4) Analytical services. The PEACE IQC-SBSA provides services under the fourth component, Analytical services. The PEACE IQC-SBSA supports USAID's Bureau for Democracy, Conflict and Humanitarian Assistance (DCHA), Office of Conflict Management and Mitigation (CMM)'s key functions through the provision of conflict assessment and evaluation services to USAID organizational entities, including field missions, regional bureaus, and other central bureaus. The ordering period for the PEACE IQC-SBSA is set to expire on September 12, 2018. The extension of the ordering period by two (2) years to September 12, 2020, revision of the task order period of performance limitations to allow the period of performance of all task orders to go up to five years but not more than two years beyond the end of the ordering period, and increase to the ceiling by $4.2 million will: 1) ensure that USAID's Operating Units have uninterrupted access to specialized, high quality services in conflict management and mitigation as the Agency formulates its strategy on how to elevate and strengthen USAID's ability to respond and prevent conflict, and 2) allow sufficient time to plan, design and procure new mechanism(s) that meet the Agency's needs, in line with USAID's policy objectives as stated in the Fiscal Year (FY) 2019 Congressional Budget Justification - Department of State, Foreign Operations, and Related Programs (FY 19 CBJ). Of the current $7 million IQC-SBSA ceiling, approximately $730,616 is still available for use. USAID anticipates that the current ceiling will likely be fully utilized by September 2019. Based on historical analysis and projected use, an additional $4.2 million of ceiling will enable the Agency to continue to meet its needs for assessment and evaluation services through September 2022. USAID conducted a full and open competition for the PEACE IQC-SBSA prior to contract award in 2013. Democracy International, Inc. has demonstrated its unique qualifications and ability to respond to USAID's conflict assessment and evaluation technical services needs. Certified in CMM-developed Conflict Assessment Framework methodology, the contractor possesses expert technical and managerial capacity to deliver results while doing no harm. The contractor has demonstrated capability to support the Agency's integration of conflict sensitivity into sector-specific development programs in areas such as education, economic growth, natural resource management, and democracy and governance. The contractor has also demonstrated the ability to employ established USAID and Organization for Economic Cooperation and Development guidelines on evaluations of conflict activities. By providing USAID with a clear idea about whether programs are achieving the intended results and why, program evaluations have helped USAID make informed decisions about whether to modify, continue, or end portions of their conflict portfolio. A lapse in the PEACE IQC-SBSA would significantly hinder the Agency's ability to effectively assess country context prior to moving forward with significant investments as well as evaluate and learn from its efforts. These services will become even more important as the Agency elevates the importance of issues of conflict and fragility. This outcome would lead to unacceptable delays and negatively affect implementation of USG key foreign policy priorities. Extending the ordering period and increasing the ceiling of the PEACE IQC-SBSA will enable the Agency to quickly mobilize new services as needed while also allowing time for USAID to define its medium and long-term needs and requirements and procure services in line with the Agency's policy objectives. USAID plans to conduct a full and open competition for similar services in the coming years. The scope and duration of this mechanism is currently under discussion. To meet the immediate needs worldwide, the extension of the ordering period and performance period, and increase to the ceiling under the existing PEACE IQC-SBSA is critical to meet the Agency objectives to develop innovative programs that empower reform-minded governments and civil society and support their efforts to break the cycles of violence, fragility, and conflict that undermine their countries and communities. All responsible sources may submit a written expression of interest which shall be considered by USAID. The Government will consider responses received by the established due date and time set forth in this notice. A determination by the Government to extend the existing PEACE IQC-SBSA without full and open competition based upon responses to this notice is solely within the discretion of the Government.
