- Draft version of Performance Work Statement Sources Sought Synopsis (Grease/Grit Trap, Septic Tank Services) The following is a sources-sought synopsis only and not a pre-solicitation notice pursuant to FAR Part 5. This research is to determine the capability of potential sources and the availability of commercial sources and services pursuant to FAR Part 10, Market Research. The set aside at this time is for a small business concern. The purpose of this notice is to gain knowledge of potential qualified sources sought and is neither a request for quotes nor a solicitation of offers. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is possible for the Government. Responses must provide clear and concise documentation indicating a vendor's bona fide capability to provide this equipment/service. The respondent must provide a Capability Statement that addresses the organization's qualifications and ability to support and perform as a prime contractor, the work described below. In addition, include a brief resume of performance of similar services of the magnitude described below (include contact and phone number of projects listed). Responses should contain Company Name, Address, Point of Contact, Cage Code, Phone Number, Email address, a statement as to whether your company is domestic or foreign owned, and Size of Business pursuant to NAICS code 562219, business size standard of $38.5M. DESCRIPTION : The Contractor shall provide all personnel, equipment, tools, materials, supervision and all other items or services necessary to perform Grease /Grit Trap, Grease Interceptor Trap, Oil/Water Separators, Grit Traps, Septic Holding Tanks maintenance as defined in this Performance Work Statement (PWS). Contractor shall be responsible for periodic maintenance to pump, clean and dispose of waste from in ground Grease Traps, Grease Interceptor Traps, Oil/Water Separators, Grit Traps, Septic Holding Tanks. In case of backup, contractor shall also clear drain lines coming from tanks, traps, separators and grease interceptor clear of obstruction up to 50ft. Tanks, traps, separators and holding tanks are located in ground at various areas and buildings throughout JBSA Randolph, Canyon Lake, and Seguin. Contractor is only responsible for all classes of non-hazardous waste. The contractor shall perform maintenance management of all tanks, traps, and separators to ensure tanks, traps and separators comply with federal, state, local environmental laws, and with San Antonio Water system (SAWS) regulations. Contractor personnel shall have all required licenses and permits necessary to perform services and disposal prior to the performance of any work on this contract. Maintenance management consists of, but is not limited to contractor establishing and adjusting pumping, and cleaning frequencies, performing over-sight of all traps, tanks, separators and disposing of waste as necessary to ensure systems do not overflow. Drainage lines shall be clear of grease, oil, sand and dirt to ensure they are kept free flowing for a distance of 50ft from any tank, trap, interceptor, and separator. The contractor shall ensure all grates, covers, grills, etc., are repositioned on the tanks and traps. Contractor shall re-perform pumping, cleaning and clearing of clogged lines and traps/tanks when work requirement have not been adequately performed. Re-performance shall be at no additional cost to the government. All grease, dirt, sludge and cleaning materials removed from the grease traps or accumulated in the process of cleaning shall be gathered and removed from the site in accordance with commercial standard practices. Contractor shall properly transport and dispose of all waste and cleanings off the confines of the Government installation. The Contractor shall dispose of all waste in accordance with local, state and federal water quality and health regulations, policies, and procedures. The Contractor shall also be responsible for any fines and/or penalties imposed by the local, state, or federal agencies; for failure to follow commercial standard practices; spills, and any safety or environmental violations. Responses must be received no later than 3:00pm Central Standard Time on 10 April 2018. Prospective vendors are cautioned that if you cannot provide the identified services outlined above, please do not respond to this notice.
