- Description
- The work includes construction (design-bid-build) to upgrade the standby power plant, Building #711, to provide sufficient generation capacity to support the range systems at Makaha Ridge. The power plant building is a low-rise, slab-on-grade, steel-framed structure. The steel framing and concrete footings will be upgraded. Building foundation work will include grade beams under the generator room and separate concrete pads to support the engine-generators. Prefinished metal panels will replace existing asbestos containing wall siding and roof panels. The power plant will include a generator room with secured open storage, control room, restroom, coffee mess, telecommunications room and electrical switchgear room. Covered areas will be added for fire suppression equipment and mechanical pumps. The project will also upgrade the exterior electrical distribution system to an underground, dual-feed, loop configured, primary electrical distribution system. The primary electrical distribution system will run underground from the utility-owned riser pole just outside the main gate then along Makaha Ridge Road to the main switching station located in the power plant. The loop configured, primary distribution system will be routed from the main switching station in the power plant underground along Makaha Ridge Road and the northern boundary of Makaha Ridge to the electrical distribution system transformers that support the Makaha Ridge facilities. Secondary building service connections to the Makaha Ridge facilities from the upgraded electrical distribution system service transformers will also be provided. Work will be performed at Pacific Missile Range Facility, Makaha Ridge, Kauai, Hawaii. Work performed under this solicitation is restricted to U.S. citizens. The estimated dollar value of the required services range between $25,000,000 and $100,000,000. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 237130 AND AVERAGE ANNUAL RECEIPTS OF $36.5 MILLION OVER THE PAST THREE YEARS. The contract completion period is anticipated to be 900 calendar days. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the responsible offeror whose offer, conforming to the solicitation, is determined to be the lowest evaluated price of proposals meeting or exceeding the acceptability standards for technical factors. The technical evaluation factors are anticipated to be as follows: (1) Experience; (2) Past Performance; and (3) Safety The Request for Proposal (RFP) will be available on or about 20 April 2018. The RFP contains sensitive but unclassified information which is For Official Use Only (FOUO) . All individuals who will be receiving the sensitive information must comply with the requirements of DoDM 5200.01 dtd 24 Feb 12. You must also comply with basic contract clause DFARS 252.204-7000, Disclosure of Information. Requesting explicit access shall be deemed as acknowledgement that the recipient contractor agrees to comply with the requirements set forth in contract clause DFARS 252.204-7000. The RFP, excluding the drawings, will be available through the NECO website https://www.neco.navy.mil. The RFP, including the drawings can be accessed at the following direct link https://www.fbo.gov/fedteds/TDPN6274218R1311 after the RFP is issued. Printed copies of the RFP will not be issued. Contractors must register at the Federal Business Opportunities (FBO) website https://www.fbo.gov to obtain access to the project. Registration instructions can be found on the FBO website. Once registered in FBO, the contractor must request explicit access to the project. An email will be forwarded once the contracting office has approved or declined the request. Approved contractors may view and/or download the project. Amendments will normally be posted to the website https://www.neco.navy.mil. If the amendment contains drawings, the amendment, excluding the drawings, will be posted to https://neco.navy.mil. If the amendment contains drawings, the drawings can be accessed at the following direct link https://www.fbo.gov/fedteds/TDPN6274218R1311. It is highly recommended that firms register on the NECO and on the FBO website as this will be the only plan holders list available. It is the offerors responsibility to check the NECO and FBO website periodically for any amendments to the solicitation. Offerors are required to be registered in the System for Award Management (SAM) database at https://www.sam.gov. A one-time pre-proposal site visit is tentatively scheduled for 10 May 2018, 10:30 a.m. HST. This site visit is to provide Offerors with an opportunity to familiarize themselves with the jobsite and conditions to be encountered and is not for the purpose of answering questions. Only U.S. citizens are permitted to attend the site visit. ALL Offerors interested in attending the site visit (even if you are a DBIDS Credential holder) must submit a SECNAV 5512/1, Attachment (1) (please leave Block 25. The tentative site visit meeting location can be found via Attachments (3) and (4); however, it is subject to change. PLEASE LIMIT THE NUMBER OF ATTENDEES TO A TOTAL OF TWO PER FIRM AND ONLY ONE PHOTOGRAPHER PER FIRM.
