(See provision L-0006 L198 PRE-PROPOSAL CONFERENCE (SERVICES) (DLA ENERGY FEB 2009) for details and directions). Interested parties planning to attend should submit names, phone numbers, email address and company represented to Ms. Nakia Shaw via email at nakia.shaw@dla.mil no later than April 10, 2018. The Defense Logistics Agency (DLA) Energy-FESBA anticipates issuing a Request for Proposal (RFP/Solicitation) for services to perform management, operation and maintenance of Government fixed fuel facilities, aircraft, aviation fuel services, and ground vehicle fuel services for Government-Owned, Contractor-Operated at Naval Air Weapons Station (NAWS) China Lake. This includes the delivery, issue, defueling, and off-station fuel services to aircraft and support equipment by mobile fuel servicing vehicles and fixed direct refueling systems. Aircraft fuel services shall comply with NAVAIR 00-80T-109, Aircraft Refueling NATOPS Manual, and all other applicable military, federal, and commercial policies regarding the performance of aircraft fuel servicing operations. This procurement will be a small business set aside under the North American Industry Classification System (NAICS) Code 493190. The Government will award one firm fixed price contract following Source Selection procedures IAW FAR 15.101-1. The expected period of performance is March 1, 2019 through February 28, 2023 (four (4) year base with one four (4) year option from March 1, 2023 through February 28, 2027. Contract award is subject to FAR 52.222.41, The Service Contract Labor Standards (formerly known as the Service Contract Act of 1965). Dates of the Pre-Proposal conference, in conjunction with the site visits will be listed in the solicitation. Offerors will be required to submit in writing to the Contract Specialist (via email or letter) the names (s) of the individual(s) who plan to attend. Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and Wide Area Workflow (WAWF). A Sources Sought Notice was previously published to FedBizOpps under SPE600-18-R-5X10 on December 12, 2017.
