Description
Solicitation DISA Building 200, Upgrade Fire Suppression FOR JBSA-LACKLAND, San Antonio, Texas: This request for proposal (RFP) is a Design -Build (DB) Competed Unrestricted for construction which includes the upgrade of the Fire Suppression at the DISA Building 200, located at 3326 General Hudnell, San Antonio, TX The resultant of this project shall provide DISA with fully functional Nitrogen Filled, Double Interlocked, Pre-Action Fire Sprinkler Systems, Cross Zoned Aspirated Smoke Detection (ASD) Systems (VESDA), (complete with Project Timelines, Specifications, Design Calculations, Drawings, Product Data, Installation, Testing, O&M Manuals, and Training) in Computer Rooms 1, 2A and 2B. All new systems shall function separately for each computer room. Demolition shall Include removal of any existing wet-pipe fire sprinkler system segments not compatible or convertible to a double interlock pre-action system. All systems shall conform to current applicable Local building codes, standards and regulations as well as DoD and DISA standards. The original building computer room and data storage area in the central portion of the facility were protected with Halon fire suppression systems. After enactment of the Clean Air Act in 1994 and the adoption of a non-use policy by the DoD, the Halon systems were replaced with a conventional wet pipe sprinkler systems. The project objective is to design, install and test Clean Agent Fire Protection Systems, Pre-Action Automatic Sprinkler Systems, and Aspirated Smoke Detection Systems (VESDA), for Computer Rooms 1, 2A, and 2B in Building 200, Port San Antonio, San Antonio, TX. The three computer rooms contain servers which shall be maintained in operation throughout the contract. CR2A contains one small desk and chair with minimal (half-hour) daily usage, CR2B contains a work cubicle for two personnel which manned 0700-1600 M-F. CR1 is solely a server Room. Contractor shall be responsible for moving cubicle/desk/chairs as required and coordinate Computer/electronics relocation with Defense Enterprise Computing Centers (DECC) through the Contractor Officer Representative (COR). DFARS 236.204 Disclosure of the magnitude of construction project (ii) Between $1,000,000 and $5,000,000. The RFP solicitation is anticipated to be issued on or about 9 March 2018, and offers will be due on or about 4 April 2018. No public bid opening procedures are applicable for this solicitation. A firm-fixed price contract is anticipated to be awarded using Lowest Price Technically Acceptable evaluation criteria. Anticipated contract award date on or about 10 August 2018 Anticipated project completion date is 30 September 2019.
