Description

Sources Sought Synopsis Only The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (hubzone, 8(a), small, small disadvantage, veteran owned small business (VOSB), service disabled veteran owned small business (SDVOSB), or large business) relative to NAICS 562119 with size standards of $38.5M.   Note that if VA s pending market research establishes that two or more VOSB or SDVOSB, who are certified in VA s Vendor Information Pages (VIP) site https://www.vip.vetbiz.gov/, can perform the services, VA shall set aside the underlying solicitation per 38 U.S.C. §8127 for VOSB/SDVOSB. Responses to this synopsis shall be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on FBO and/or on the GSA eBuy website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. General Requirements: The Department of Veterans Affairs (VA), Greater Los Angeles Healthcare System, has a requirement to establish a contract to provide General Waste Removal and Disposal Services also includes the Revenue Generation for hauling of recyclable materials for all three facilities indicated below. The estimated amount of compacted and general waste to be pick-up and disposed of by the Contractor is approximately 342 tons per month. Contractor shall provide all Labor, supervisor, trucks, contractor-owned trash compactor trucks equipment, supplies and materials to perform General Waste Removal and Disposal Services. Also a rear loader truck that is compatible with the existing VA Medical Center compactor manufactured by Seabright Product, Inc., model numbers 4064 (30 cubic yd.) and 3260 (15 cubic yd.) and a front loader truck capable of performing all of the tasks that will be stated in the Statement of Work. Contractor shall be responsible for provide Contractor-Owned dumpster/containers to dispose of all waste and/or trash, quantities of dumpster/containers are estimated only and are subject to change. The lid shall be light in weight and easy to lift and close. All 4 and 6 cubic yard containers shall be outfitted on wheels except at buildings/areas where the container/s are located on a dock hilly terrain to prevent from rolling away. The intended contract period shall be for a base year and four (4) one-year option periods. Dates shall be determined at a later date by the Contracting Officer. Services shall be provided Monday through Friday including National Holidays. Contractor shall be responsible for the removal and transportation of recyclable commodities. Contractor shall be in compliance with all federal, state, and local laws, rules and regulations governing recyclable materials and/or commodities. Contractor shall provide all of the required recyclable containers needed at each of the participating facilities. Contractor shall issue a check to the Government for the recyclable on a monthly basis in the arrears for all of the recyclables.
