- FDA-1197132, DRAFT Statement of Work, Retirement of Squirrel Monkey Colony THIS IS A SOURCES SOUGHT ANNOUNCEMENT, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. IN ORDER TO PROTECT THE PROCUREMENT INTEGRITY OF ANY FUTURE PROCUREMENT, IF ANY, THAT MAY ARISE FROM THIS ANNOUNCEMENT, INFORMATION REGARDING THE TECHNICAL POINT OF CONTACT WILL NOT BE GIVEN AND NO APPOINTMENTS FOR PRESENTATIONS WILL BE MADE. The U.S. Food and Drug Administration (FDA), is conducting market research to support the National Center for Toxicological Research (NCTR) for their requirement to provide humane retirement (a "permanent safe-haven," i.e. a sanctuary) and lifetime care for a colony of 26 young adult male squirrel monkeys, aged 3-4+ years, that have been retired from research. The sanctuary shall: •be U.S. based and hold a current license and be in good standing with the U.S. Department of Agriculture (USDA); •be accredited by both the American Sanctuary Association (ASA), the Global Federation of Animal Sanctuaries (GFAS), and maintain an active membership with the North American Primate Sanctuary Alliance (NAPSA); •have a long and verifiable, successful history, optimally 15 consecutive years or more, in successfully caring for neo-tropical species, particularly squirrel monkeys; •have sufficient existing facilities or facilities that could be modified in short order to accommodate the squirrel monkey colony. The facilities must be appropriate for the species and meet all Animal Welfare Act and Public Health Service Policy requirements; •optimally be located in a neo-tropical environment or otherwise be able to simulate a neo-tropical environment; •limit public visitation to legitimate business conduct only. The sanctuary shall not: •exploit the animals in their care; •breed, sell or trade the animals in their care; •allow public contact with captive wildlife; •remove animals from their enclosures or sanctuary property for exhibition, education, research, or commercial purposes. This notice is not a request for quotations; it is a request for information from prospective entities regarding their capability and interest to provide sanctuary and to solicit input regarding the FDA's attached Draft Statement of Work (SOW), and to, if willing, provide a rough order of magnitude ($) for a one-time payment to provide this safe-haven. All responses, which are due by 3:00 pm CST on April 19, 2018 and shall be sent to suzanne.martella@fda.hhs.gov, will be kept confidential. When responding, reference FDA-1197132. The government will not respond directly to comments or questions but will consider the responses as we finalize the Statement of Work (SOW).
