- General Information 1.1. Background: Stockton Lake is a flood control reservoir located on the Sac River in southwest Missouri, tucked into the foothills of the scenic Ozark Mountain range. The lake spans three county boundaries: Cedar, Dade, and Polk. It is approximately 50 miles northwest of the metropolitan area of Springfield, Missouri, and approximately 130 miles south of Kansas City, MO. A map of Stockton Lake can be found on the Internet at: http://www.nwk.usace.army.mil/st/. Stockton Lake provides flood protection for downstream areas and is part of a network of Corps of Engineer Lakes that help control flooding in the Missouri and Mississippi River basins. Stockton Lake encompasses approximately 25,000 acres of surface water. Federal land surrounding Stockton Lake totals 36,047 acres, of which 16,572 acres are leased to the Missouri Department of Conservation (MDC) for management. Land management practices used by the Corps of Engineers and MDC are engineered to preserve their natural value, providing benefits to the nation in areas of flood damage reduction, recreation, fish and wildlife management, hydroelectric power, and water quality improvement. Eight parks around the lake are managed and maintained by the Corps of Engineers. These parks include roads, utility systems, campsites, beaches, boat ramps, picnic grounds, and playground areas. In addition to Corps-managed areas, the Corps also maintains active lease agreements with the Missouri Department of Natural Resources and private entities. The lessees provide a full range of marina services, restaurants, and camping to the public. Additional services contracted to the private sector include mowing, refuse collection, facility cleaning, and park attendant. The Corps manages the contracts and conducts inspections to insure that the services are provided for visitors to the lake. 1.2. Scope of Work: Contractors shall provide all labor, equipment, fuel, materials and supplies, and supervision necessary to perform park attendant and/or park custodial duties, as specified for the particular area, at Stockton Lake Project, near Stockton, Missouri as defined in this Performance Work Statement (PWS), Section 5 in particular, except those items specified in Section 3 as Government-furnished. Park Attendant Contractors will be required to use a Government-furnished computer system to access and successfully utilize the National Recreation Reservation System (NRRS), which will be the method for collecting and entering all fees. Contractors shall perform to the standards in this contract and shall monitor performance and ensure compliance in accordance with the terms and conditions. 1.3. Period of Performance: The period of performance for this contract will be for 1 base year and 2 option years. Contractor will be required to perform the duties in this PWS onsite during the recreational season from 16 April to 30 September each year during the periods shown above for the duration of the contract. 1.4. Post-Award ("Pre-Work") Conference: After award, but prior to start of services, the Project Office will arrange a Pre-Work Conference to be held at the Project. The purpose of the Conference is to discuss contract requirements and details of contract performance. Usually the Pre-Work Conference is held with all Park Attendants and/or Custodians for the season present together at the same time. All members of a Contractor's team must attend the Pre-Work Conference. No separate payment will be made to attend the Pre Work Conference or Park Attendant Training.
