Description
Naval Air Systems Command (NAVAIR) intends to negotiate and award a Basic Ordering Agreement (BOA) to Rolls Royce Corporation (RRC), Indianapolis, IN, for engineering and logistics efforts in support of all type/model/series T-56 engines, including the Component Improvement Program (CIP) for the U.S. Navy, as well as for Foreign Military Sales (FMS) customers. The period of performance of the BOA is five (5) years after date of award. The contractor will provide engineering and logistics services, Component Improvement Program (CIP), and sustainment efforts in support of the U.S. Navy and FMS customers of the T56-A-14, T-56-A-16, T56-A-425, T56-A-427, and T56-A-427A type/model/series engines. This will include, but is not limited to, engineering and logistics support of engineering investigations; training; publication development; support equipment procurements (that are the result of CIP efforts) and support equipment repair; development and validation of change kits; change kit procurement and change kit installation; engineering services; sustaining or production engineering support; logistic modeling and analysis; technical representative field services; and non-recurring engineering for design, development, prototyping, validation, and testing of propulsion system component improvements for systems related to engines and quick engine change kits. RRC is the sole designer, developer, manufacturer and integrator of the T-56 engines. RRC is the only source with the requisite knowledge, experience and technical expertise to continue the CIP of T-56 engines. RRC is the sole manufacturer of the only qualified engines used in the C-2A, E-2C, and E-2D aircraft and is the only source with the technical data, facilities, and capabilities required to provide these services. Accordingly, RRC is the only known qualified, responsible source that can fulfill the requirements specified herein. The proposed BOA is for potential future Orders for the supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, 'Only One Responsible Source', and no other supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty (30) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete these proposed orders based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement.
