Description
The National Cemetery Administration is soliciting offers under Solicitation No. 36C78618R0191 for a service contract for cemetery upright and flat headstone raise, lower, realignment, reset, backfill, and turf renovation services at the Fort Snelling National Cemetery, Minneapolis, MN 55450. Services include, but are not limited to work consisting of extracting, resetting, aligning, backfilling, and compacting upright and flat headstones that are already in place which have shifted out of vertical and/or horizontal alignment and plumb, as well as inventorying and assuring accurate placement on each gravesite, preservation of existing cemetery features (lawns, paving, roads, stones, and markers), restoration of cemetery features disturbed or removed as a result of performing new work, as well as, repairing, replacing, or reinstalling any damaged cemetery property, such that at the end of the day the condition is as good as before commencement of work. The overall responsibility of the Contractor is to plan, coordinate, organize, manage, and perform the activities described herein, which are required to maintain an acceptable placement and aesthetic appearance of headstones. Work shall be performed in strict accordance with all terms, conditions, specifications, schedules and drawings. Performance shall be in accordance with the requirements, conditions, terms and representations contained in this solicitation, any pertinent OSHA Occupational and Safety regulations, VA and Federal Security regulations and policies, and any State and/or local regulations, laws and codes. If you are unable to be present, you may inspect the grounds during normal working hours after signing in at the Administration Building. There will be no one to answer questions or give a tour. The CO will award a contract to the contractor whose proposal is most advantageous to the Government considering the evaluation factors specified. A lower price will not necessarily warrant award. A tradeoff analysis could lead to a reasonable determination that better experience or technical factors warrant payment of a higher proposed price. The following factors shall be used to evaluate offers: Past Performance, Technical, and Price. The weight of importance is in descending order as written. Risk will be considered with each factor and overall. Responsibility determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors. Price will be evaluated on the basis of its realism and acceptability to the Government. Risk will be considered in all of these factors. This acquisition is 100% set aside for Service Disabled Veteran Owned Small Business (SDVOSB).   The NAICS Code is 561730.   Size standard is $7.5 Million.   Electronic solicitations will be available for download from http://www.fbo.gov on or about April 10, 2018 Responses to the solicitation are due by noon Eastern time on April 27, 2018 Any amendments to the solicitation will also be available at www.fbo.gov.   Offerors are advised they are responsible for obtaining any amendments.   Information shall be submitted in the manner requested and through the vendor portal.
