Description The Department of Health and Human Services (DHHS), National Institute of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), LRBGE/High-Throughput Imaging Facility (HiTIF) Core plans to procure repair services for one (1) Government-owned Yokogawa CV7000 laboratory equipment currently covered under NIH NCI Contract No. HHSN261201700684P that is manufactured by Wako Automation USA, Inc., 11575 Sorrento Valley Road, Suite 207, San Diego, CA 92121. The response close date of this notice for this requirement is in accordance with FAR 5.203(a)(1). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1), and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 811219 and the business size standard is $20.5 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. The period of performance shall consist of a seven (7) days from date of award. The repair dates will be coordinated between the NCI COR and the Contractor. It has been determined there are no opportunities to acquire green products or services for this procurement. The LRBGE/High-Throughput Imaging Facility (HiTHIF) Core, of the National Cancer Institute (NCI) requires repair services for a government-owned equipment. This acquisition is aimed at covering the expenses associated with the repairs of the Yokogawa CV7000 High-throughput confocal microscope at HiTIF. The Yokogawa CV7000 microscope needs to be operational to support several CCR scientific projects. These HTI assays are entirely dependent on a Yokogawa CV7000 high-throughput confocal microscope at HiTIF microscope (NIH property ID# 02049186; Yokogawa SN: KZR800028). The CV7000 is an ultra-high-throughput dual spinning disc micro-lens confocal microscope. Fluorescent excitation is provided by 4 solid state lasers. This instrument acquires multi-channel fluorescence images simultaneously using two large, high-sensitivity sCMOS cameras, and it contains a high precision x-y-z automated stage, a temperature/humidity CO2 controlled live-cell chamber, near infra-red high-speed laser autofocus, high-magnification/high-numerical aperture air and water immersion objective lenses (60X, 40X, 20X, 20X LWD, 10X, 4X) to collect images of cells in 6-, 12, 24-, 48-, 96-, 384- or 1536-well microplate format in a fully automated fashion. In addition, the instrument possesses a single-tip kinetic module, which can dispense reagents from a 96- or 384-well source plate to a 96- or 384-well assay plate, while simultaneously acquiring images at a 38 fps rate. High-throughput imaging (HTI) screens entails imaging tens of plates for a single experimental run or batch. The Contractor shall provide all labor, material and equipment necessary to repair the Yokogawa CV7000 high-throughput confocal microscope equipped with kinetics dispenser module (NIH property ID# 02049186; Yokogawa SN: KZR800028). The Contractor shall use the following components to repair the microscope. They include: -a 40X air objective lens, -a 60X water objective lens, -a water valve assembly, -a syringe, -a water pump motor, -a bottom heater assembly, -water tubes and, -an electrical connector REPLACEMENT PARTS The Contractor shall furnish all required non-consumables and supplies replacement parts necessary for the repairs - including but not limited to objective lenses, syringes, water tubes, bottom heater assembly, electric connectors, electronics - at no additional cost to the Government. Consumables - including but not limited to tips, reagents, and plates - are excluded. Parts shall be new and matching the original factory equipment specifications. PERSONNEL QUALIFICATIONS Technically qualified factory-trained personnel shall perform service to the Yokogawa CV7000 high-throughput confocal microscope, as covered by this contract. All primary service personnel shall have at least one backup support person with at least the same level of expertise on the equipment covered by this contract. PLACE OF PERFORMANCE Service shall be performed at the following location: NIH, NCI 9000 Rockville Pike Bethesda, MD 20892 PAYMENT Payment shall be made in arrears upon completion of the repair services. Payment authorization requires submission and approval of invoices to the COR and NIH OFM. This is not a solicitation for competitive quotations. However, if any interested parties, especially small businesses, believe they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. A copy of the capability statement must be received in the NCI Office of Acquisition on or before 3:30 PM EST on April 16, 2018. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
