Description
The U.S. Department of Health and Human Services, National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Radiation Oncology Branch plans to procure, on a sole source basis, maintenance services for a Government-owned Philips Brilliance Big Bore CT scanner and its subsystems, from Philips Medical Systems North America Inc. (Philips), 22100 Bothell Everett Hwy, Bothell, WA 98021-8431. The response close date of the notice for this requirement is in accordance with FAR 5.203(a)(1). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1(b)(2); and, is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 811219 and the business size standard is $20.5 million. The period of performance shall consist of a 12-month base period, plus three (3) 12-month option periods. The anticipated award shall be firm fixed price. It has been determined there are no opportunities to acquire green products or services for this procurement. The NCI, Radiation Oncology Branch treats cancer patients with radiation according to approved clinical protocols. In order to accurately determine the anatomical position of the target area relative to internal anatomy, the ROB uses a sophisticated Computed Tomography (CT) scanner. This scanner, the Brilliance Big Bore, manufactured by Philips Medical Systems North America Inc., has a large opening to accommodate radiation therapy patients in their exact treatment geometry, as well as an integrated external laser system for delineating the reference point necessary for accurate dose calculation and radiation treatment. The requested services will cover the Philips Brilliance Big Bore CT Scanner (Site ID# 552870, NIH# 01776498), Extended Brilliance Workstation (Site ID# 552871, NIH# 01776508), and all required software. Philips Medical Systems North America Inc. is the OEM for the Philips Brilliance Big Bore CT scanner, workstation, and software. Philips provides OEM replacement parts, such as X-ray tubes. Third-party replacement parts are unacceptable, as they are not compatible with the existing equipment. Philips is the is the only source for software updates necessary to keep the system updated, in terms of functionality, and in accordance with the latest manufacturer specifications. The Brilliance Big Bore CT scanner is critical to patient treatment; therefore, any malfunctions with the equipment must be diagnosed and corrected quickly. The scanner must be calibrated accurately and maintained according to the manufacturer's specifications. Any deviation from the design specifications could compromise the integrity of data for ongoing research studies and result in patient harm during treatment. Philips is the only source capable of providing technically qualified factory-trained personnel for troubleshooting and user questions that may arise during clinical operations, and servicing equipment/parts according to the manufacturer recommended preventative maintenance schedule. The requested services must be performed by technically qualified factory-trained personnel. The required services are not available through any other entity. Therefore, the use of any other source could damage equipment and/or void OEM support and maintenance of this specialized equipment. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a capability statement/proposal/quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. All responses must be sent via email to Contracting Officer, Megan Kisamore, at megan.kisamore@nih.gov, by no later than 3:00 PM EST, on April 18, 2018. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, Contractors must be registered and have valid certification through SAM.GOV, and have completed Representations and Certifications.
