- Site Entrance 1-Line Request for Information (RFI) for High Speed Switch electrical service replacement Notice Type Special Notice Set Aside N/A Classification Code 61 - Electric Wire, and Power and Distribution Equipment NAICS Code 2221 - Electrical Power Generation, Transmission and Distribution/221122 Electric Power Distribution 1.0 Synopsis THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. This is a special notice that includes a REQUEST FOR INFORMATION (RFI). This RFI is issued solely for information and planning purposes; it does not constitute a Request for Quote (RFQ) or Proposal (RFP) or promise to issue a solicitation in the future. This RFI does not commit the Government contractually for any services or supplies whatsoever. Furthermore, NIST is not seeking proposals now. Responders are advised that the United States Government will not pay for any information or administrative costs incurred in the response to this RFI. Not responding to this RFI does not preclude participation in a future solicitation, if one is issued. If a solicitation is released, it will be posted to Federal Business Opportunities (FBO) website, and it is the responsibility of the potential offerors to monitor the Government website for a potential solicitation and additional information pertaining to this requirement. 2.0Description The Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Design and Construction Division, Boulder (DCD-B), is conducting market research, and seeking information on similar or recent technologies available, to replace the existing Source Transfer System serving the power distribution loop on the Boulder, Colorado campus. The existing system is fed from two separate medium voltage service loops via Xcel Energy. The system switches at sub-cycle speeds from the primary Xcel loop to the back-up Xcel loop (or vice versa) when there is an issue or interruption in service on that feed, to minimize electrical interruption and downtime to users on the campus. 3.0Background The existing Source Transfer System is a S&C PureWave Power-Transfer System, utilizing a power-electronic switch, catalogue # CDA-778802. The system was installed on the NIST Boulder campus in 2004. It is fed by two separate 13.2KV Service feeds provided by Xcel Energy. The system can switch at sub-cycle speeds (2-4ms). The system is stand alone, and externally mounted. The system is serviced under a maintenance contract until 2020. This device will no longer be supported by the manufacturer after the maintenance expires; therefore, will need to be replaced with similar or recent technology serving a similar purpose. 4.0Requested Information Responses are requested from all capable and qualified sources. Affordability will be taken into consideration when comparing options. NIST is seeking an economical solution that will perform similarly or better than the current system, e.g. switching between feeds at speeds comparable to 2-4ms. The systems shall be able to be monitored by the existing site Building Management System, Metasys, preferably via BACnet MS/TP protocol. Proposed systems need to be installed outdoors, or have an outdoor solution available. Solution providers will need to coordinate with, and adhere to Xcel Energy and their connection standards and requirements. NIST requests that responders submit a brief and clear description of the system, including: •A brief description of the device, its performance capabilities, and how the device will address the issue, i.e. avoid NIST site power interruption; •Previous installation examples and a brief explanation of the level of effort involved; •Cut Sheets or drawings of the product. In addition to the above items, it is requested that responders provide pricing information to include a Rough Order of Magnitude or historical pricing data (note: The Government is using this pricing data for planning purposes only). REMINDER: THIS IS NOT A REQUEST FOR QUOTE, and any pricing provided will NOT be used for that purpose. 5.0Responses Responses are required no later than May 2nd, 2018 3:00 p.m. MT. Interest and Capability (to include cut sheets, drawings, previous installation examples, etc.) shall be limited to 20 pages (Times New Roman, 12 point-font, 8-1/2 x 11. Cut sheets and drawings are acceptable as 11 x 17) and submitted via e-mail to the Contract Specialist, Patricia Rose at patricia.rose@nist.gov. All correspondence sent via e-mail shall contain a subject line that reads HIGH SPEED SWITCH SOLUTION. If this subject line is not included, the e-mail may not get through e-mail filters. Filters are designed to delete emails without a subject or with a suspicious subject or attachment. Attachments with files ending in.zip or.exe are not allowable and will be deleted. Ensure only.pdf,.doc,.docx,.xsls, or.xls documents are attached to your e-mail. All other attachments may be deleted. All responses must include the following information: Company Name; Company Address; phone number, fax number, and e-mail address. Responses shall not include classified data. Proprietary information, if any, shall be kept to a minimum and MUST BE CLEARLY MARKED. To aid the Government, SEGREGATE proprietary information. Please be advised that all submissions become Government property and will not be returned. 6.0Industry Discussions NIST representatives may or may not choose to meet with potential responders. Such discussions would only be intended to gain clarification of respective capability/technology to meet the requirements. 7.0Questions Questions regarding this Special Notice shall be submitted in writing by e-mail to the Contract Specialist, Patricia Rose at patricia.rose@nist.gov. Questions shall be sent to the Contract Specialist via e-mail. Verbal questions are not acceptable, and will not be answered. FAX is not acceptable. Responses to all questions will be posted as an amendment to this Special Notice via the Federal Business Opportunities (FBO) website; accordingly, questions shall NOT contain proprietary or classified information. The Government does not guarantee the questions will be answered. 8.0Summary THIS IS AN RFI ONLY to identify potential sources and technologies capable of replacing the current High-Speed Switch serving the NIST Boulder, CO campus. Information provided in the RFI is subject to change and is not binding on the Government. Any information submitted by responders is voluntary. NIST has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. Respondents will not be individually notified of the results or any Government assessments.
