Description
RFI for On Call CARDIOTHORACIC ANESTHESIOLOGIST SERVICES PWS for On Call CARDIOTHORACIC ANESTHESIOLOGIST SERVICES THIS IS A REQUEST FOR INFORMATION (RFI) ONLY; it is not a Solicitation (i.e. Request for Proposal, Request for Quotation, or Invitation for Bids) Travis Air Force Base is conducting market research pursuant to Federal Acquisition Part 10. This RFI is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. In accordance with FAR 15.201(e), response to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI are strictly voluntary and the Government will not pay respondents for information provided in response to this RFI. Response to the RFI will not be returned and respondents will not be notified of the result of the review. If a competitive solicitation is issued, it will be announced on the Federal Business Opportunities website http://www.fbo.gov at a later date and all interested parties must respond to that Solicitation announcement separately from any response to this announcement. This RFI does not restrict the Government's acquisition approach to future Solicitation. RESPONSES: Responses should be submitted to Ms. Mena Medeiros, Contract Specialist at mena.medeiros@us.af.mil no later than 12:00 PM Pacific Time, 16 April 2018. DESCRIPTION OF REQUIREMEN The applicants shall need the following qualifications: a. Current board certification by the American Board of Anesthesiology in anesthesiology and a valid, current license by the State of California. b. Completion of a Fellowship in cardiothoracic anesthesia or 50 cardiothoracic cases a year within the last 24 months as the equivalent to the cardiothoracic anesthesia fellowship. c. Respond within a 30-45 minute response time when on-call or make provisions to remain in the area for that 24-hour period of call coverage. d. Certification obtained or in-progress (within a year) for advanced perioperative Transesophageal echocardiography by the National Board of Echocardiography. BLS and ACLS required. e. Indemnification and Medical Liability Insurance f. Cardiothoracic anesthesiologist services will be a flat rate line item bill to provide call coverage for a minimum of 12 (twelve) 24-hour days per month. Pending the needs of the USAF and availability of contractor personnel, the flat rate can be adjusted incrementally (at identical cost per 24-hour day) to cover a maximum of up to 15 (fifteen) 24-hour days per month (e.g. if Active Duty personnel is deployed). g. 24-hour call begins at 6:00 am and ends the following day at 6:00 am. Call may be split into 24-hour segments (e.g. 0600-0600) or 12 hour night call segments (e.g. 1800-0600) that are equivalent in value to ½ of a 24-hour segment. Attempts will be made to evenly distribute weekday and weekend call between the active duty FTE and the contracted FTE. h. Responses to emergencies: contractor will arrive at Travis AFB within 30-45 minutes of request. The CT Anesthesiologist is ONLY required to provide services for cardiac, thoracic, and major vascular surgeries, but may volunteer to provide teaching and supervision of CRNAs for non-cardiothoracic cases. If there are no scheduled cardiothoracic, major vascular, or highly complex cases (e.g. non-cardiac anesthetic in which the co-morbidities of the patient suggest that an intraoperative transesophageal echocardiogram or a pulmonary artery catheter would provide an increased safety of monitoring), then the CT anesthesiologist is not required to come to David Grant Medical Center. Number of Anticipated Cases Cardiac cases per year range between: 50-150 Non-cardiac surgical cases averaged: 4234 TYPE OF CONTRACT: This is a request for information and sources only, which may or may not lead to a future solicitation! This is not a request for proposal (RFP). Information should be forwarded to the Contract Specialist. Because this is a request for information only, answers to questions will not be posted. Please enter RFI REPLY in the subject line. If this request for information leads to a future solicitation, the Government intends to award a firm-fixed price contract. The performance period shall be one (1) base year with four (4); one (1) year option periods. T: The Government's objective is to see the industry's ability to provide PRN (pro re nata) hours for Cardiothoracic Anesthesiologist. The service would be non-personal, pre-operative through post-operative cardiothoracic anesthesiology services for cardiothoracic surgical patients. Respondents to this RFI are to describe their interest and ability to perform the requirements summarized below in the description of the requirement. This is a request for information and sources only, which may or may not lead to a future solicitation! This is not a request for proposal (RFP). Response must contain (1) company name, (2) Cage Code, (3) mailing address, (4) primary point of contact. Responses should be formatted as either MS Word (.doc) or Adobe Portable Document Format (.pdf) and should be limited to a maximum of ten (10) pages. Proprietary/Competition Sensitive information (appropriately marked) will be protected from disclosure to the greatest extent practical, however it is preferred that respondents do not provide proprietary or otherwise restricted responses. No faxes, courier delivered, or telephone inquiries/submissions will be accepted.
