- MARKET SURVEY QUESTIONNAIRE Engine Control Unit, (ECU) Build Units and Spare Parts for AGT 1500 Engine on M1 Abrams tank Purpose: The Program Executive Office for Ground Combat Systems (PEO GCS), Project Director Main Battle Tank Systems (PD MBTS), Product Manager Abrams (PdM Abrams) is conducting a market survey to identify, as potential sources, companies that may possess the expertise, capabilities, and experience to produce components for electronics units that control the AGT 1500 turbine engine via software for different variant Abrams tanks. The ECU is used to control the AGT 1500 turbine engine fuel flow and receives driver inputs and engine signals and sends outputs to interface with the Abrams tank via a MIL-STD-1553 bus. GENERAL INFORMATION The submission of information in response to this market survey is for planning purposes only, and is not to be construed as a commitment by the U.S. Government to procure any items/services described herein, or for the Government to pay for the information received. Respondents that cannot answer all the market survey questions in this survey need not respond. Receipt of an incomplete market survey will not be reviewed. As a condition of responding to this survey, it is a requirement that potential responders be a United States (US) company, and possesses the means to properly store and work on information and hardware classified at the SECRET/No Foreign Nationals (NOFORN) level. Participation in this market survey is strictly voluntary and the U.S. Government will not reimburse contractors for any cost incurred for their participation in this survey. All information is to be submitted at no cost or obligation to the Government. This is NOT a pre-solicitation notice. This notice does not constitute an Invitation to Bid or Request for Proposal and is not to be construed as a solicitation, and no award shall be made on the basis of this notice. There is no formal solicitation available at this time, no solicitation will be issued against this notice, and this request for information does not obligate the Government to issue a solicitation. Respondents to this market survey are specifically instructed to refrain from submitting any type of proprietary data, trade secrets, or other business sensitive information. Data submitted in response to this market survey will not be returned. The market survey is NOT a request to seek contractor interest in being placed on a solicitation mailing list. Respondents shall not be notified of the results of the survey or results of information submitted. Telephone or email inquiries will not be honored. Describe your company's experience with developing building electronics units capable of executing engine control software and how they were integrated for tanks and ground combat vehicles. 2. Describe your company's experience with development of electronics units capable of interfacing with MIL-STD-1553. 3. What is your company's current rate of production for electronic engine control units? Can your company produce electronic engine control units and electronic spare parts at the same time? 4. Describe how your company provides material support to maintain fielded ECU's (ex: circuit card assemblies, connectors, wiring harnesses, etc.)? 5. Describe your company's experience with designing electronic component parts to meet nuclear hardness criteria and ensuring they meet a nuclear hardness specification? 6. Describe your company's Engineering Change Process and how you do configuration management. 7. Describe your company's in-house quality testing procedures to include the test facilities and fixtures and the types of environmental testing you perform.. 8. Describe your experience working with Defense Contract Management Agency (DCMA). Provide program names and contract numbers relating to the experience. Include the functions DCMA participated in (contract management, quality assurance, test, etc). 9. Describe your company's supplier network and capability to provide spare parts for engine controllers. 10. Describe your experience with or processes that assure Buy American Act compliance with their purchased electronic components throughout their supply chain. 11. Describe your methodology for overcoming production shortfalls at the sub-vendor level. 12. Is your company able to provide individual spare electronics parts that comply with applicable requirements of MIL-STD-2073-1 for special military packaging and packing instructions?
