- In accordance with FAR 13.106-1 (c )(1), the Department of Veterans Affairs intends to perform oral solicitations for BioMedical Preventive Maintenance Manual Database Subscription Service. This solicitation is set aside 100% for Small Businesses and the associated NAICS 518210 code has a small business size standard of $32.5 Million. A quote submitted in response to this RFQ is self-certifying that your company meets the size standard of this acquisition. The Department of Veterans Affairs is looking for an established web-based searchable medical equipment preventive maintenance manual database subscription service. a. The database needs to be already established and web-based. No stand-alone systems will be created and the database cannot be installed on VA network. 2. Background. The Joint Commission (TJC), the Association for the Advancement of Medical Instrumentation (AAMI), and Centers for Medicare and Medicaid Services (CMS) guidelines require that Biomedical Engineering have current PM manuals for biomedical equipment used at a healthcare facility be available on site for the technicians who need them as well as the Original Equipment Manufacturers (OEM) Maintenance frequency recommendations. A Biomedical Equipment PM Document Database subscription service would make VISN 20 compliant with the new regulations. 3. Scope. The scope of Services for the Biomedical Equipment PM Document Database subscription service is for all eight VISN 20 facilities: VISN 20 FACILITIES BED SIZE Anchorage VA Healthcare System, Anchorage, AK 74 Boise VA Medical Center, Boise, ID 79 VA Portland Healthcare System, Portland, OR 274 Roseburg VA Medical Center, Roseburg, OR 106 VA Puget Sound Healthcare System, Seattle, WA 416 Spokane VA Medical Center, Spokane, WA 70 Jonathan M. Wainwright Memorial VA Medical Center, Walla Walla, WA 36 VA Southern Oregon Rehabilitation Center & Clinics, White City, OR 366 4. Specific Tasks. Biomedical Equipment PM Document Database Subscription service needs to be a customizable, data storage and access solution that links team members throughout your healthcare facility to the thousands of PM manuals. This should be a web-based product. Service includes: Consultation with facility representatives to identify PM document requirements and manuals required by the VISN. The customized Service manual database must include: The publicly-available PM documents released by the manufacturer The proprietary PM documents the VISN has purchased from the manufacturer Formatting of the Service manuals for Technician workflow optimization including creating hyperlinks in the service manuals that contain the following: a. PM Recommended Frequency b. PM Procedure c. Parts breakdowns d. Troubleshooting e. Repair information Unlimited access to the Biomedical Equipment PM Document Database through web-link access point. Annual verification and updates to the OEM Service manuals, with dates of when verification was completed identified on each electronic manual/document link. Provide technical assistance during normal working hours (0800-1600 PST) for any issues related to electronic manual/document access. 5. Performance Monitoring. The Contracting Officers Representative (COR) for this contract will monitor the database to ensure it conforms to contractual requirements. Any issues with Governmental facilities or personnel will be address through the COR. 6. Security Requirements. The contractor employees shall not have access to VA sensitive or computer information and will not require routine access to VA Facilities. 7. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). There is no requirement for GFE. 8. Other Pertinent Information or Special Considerations. There are no special considerations or unique requirements necessary to accomplish the contract. Inspection and Acceptance Criteria - The COR is responsible for certifying that the access has been provided under the contract. 9. Risk Control. This contract will allow the facilities to meet TJC standards to have current PM manuals for biomedical equipment used at a healthcare facility. 10. Place of Performance. The Place of Performance would be at the Contractor s location and the Contractor would provide web access to the Biomedical Equipment PM Document Database. Delivery: Web-based database needs to be usable within thirty (30) days from the time of award. The scope of Services for the Biomedical Equipment PM Document Database subscription service is for all eight VISN 20 facilities (See para 3) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and the following clauses AND instructions are added as addenda: Provisions: 52-204-7 - System For Award Payment 52.204-16 - Commercial and Government Entity Code Reporting 52.233-2 - Service of Protest 852.233-70 Protest Content/Alternative Dispute Resolution 852.233-71 Alternate Protest Procedure The provision at 52.212-2, Evaluation Commercial Items, applies to this acquisition.
