Synopsis PRESOLICITATION NOTICE between $ 100,000 and $250,000 SOLICITATION NUMBER: EQ7PSWF-17-0029 TITLE OF PROJECT: San Angelo Federal Courthouse Fire Alarm Replacement/Upgrade DESCRIPTION OF PROPOSED WORK: The General Services Administration, Public Building Service is seeking a construction contractor to furnish all labor, tools, materials, equipment, supplies and supervision for design build services for the purpose of an upgrade and expansion of the existing fire alarm system in order to meet the current code criteria at the San Angelo Federal Courthouse. The firm must be a General Construction firm under the specified NAICS and size standard identified below. GENERAL CONSTRUCTION REQUIREMENTS: The existing fire alarm system is obsolete and does not comply with the current edition of NFPA 72 and shall be replaced entirely. Remove entirely old parts of the fire alarm system that have been replaced or are no longer being utilized, (i.e. old Notification appliances, wire, conduit etc.). Notification appliances shall be placed ceiling mounted where drop ceilings are present and shall be wall mounted otherwise. In accordance with FAR 36.206, disclosure of the magnitude of construction projects, the construction cost of magnitude is b etween $100,000 and $250,000. LOCATION OF THE WORK: O.C. Fischer Federal Building/Courthouse, 33 E Twohig Street, San Angelo, TX 76903 NAICS Code and Title: 238210- Electrical Contractors and Other Wiring Installation Contractors Small Business Size Standard: $15 Million THIS PROCUREMENT IS SET ASIDE FOR FULL AND OPEN COMPETITION. TENTATIVE DATES: The solicitation will be issued on or about April 26, 2018. The proposal due date will be on or about May 29, 2018. The date for a pre-proposal conference will be established and posted as part of the Solicitation package. Attendance at this conference is vital to the preparation of a competitive and cost effective proposal and to understanding the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omissions and miscalculations in offers. Award is anticipated to be on or about June 8, 2018. The Period of Performance is 225 calendar days after notice to proceed. PROCEDURES FOR AWARD: A solicitation will be issued requesting both written technical and price proposals. Award will be made based on a best value to the Government methodology of Low Price Technically Acceptable (LPTA). Offers will first be evaluated on price. The lowest price offeror will then be evaluated on technical acceptability. The evaluation factors include: (1) Experience of the firm, (2) Key Personnel/Installation Schedule and (3) Past Performance of the Firm. If the lowest price offeror is found technically acceptable, no other offers will be considered at that point. For this procurement technical capability is approximately equal to cost or price. The Government intends to award without discussions but reserves the right to hold discussions if determined necessary. PLAN AVAILABILITY: The solicitation will be available for electronic download at no charge from the Federal Business Opportunities website at www.fbo.gov. AMENDMENTS TO SOLICITATION: It is the offeror's responsibility to monitor www.fbo.gov for the release of any amendments. BONDING: A bid bond is required as well as payment and performance bonds. SECURITY: Before employees are allowed to work under the anticipated contract, all personnel are required to pass a security check. Specific security requirements will be contained in the solicitation. ELIGIBLE OFFERORS: All responsible firms may submit a proposal which shall be considered by the agency. All prospective offerors are also required to use the System for Award Management www.sam.gov for registering their firm and completing representations and certifications.
