DISCLAIMER: THIS IS NOT A SOLICITATION. This is a special notice designed to promote a requirement that is presently available on another vehicle listed herein. This special notice does not commit the Government to contract for any supply or service whatsoever. Any party interested in this requirement shall review and respond to the vehicle described in this document. Interested parties shall not respond to this special notice directly and the U.S. Government will not pay for any information or administrative costs incurred as a result of this special notice. I. INTRODUCTION The Office of Naval Research (ONR), working in conjunction with the Army Contracting Command - New Jersey (ACC-NJ), is releasing this special notice to inform interested parties of a research opportunity for the Moving Target Artillery Round (MTAR) Program. ONR requires novel prototype development of MTAR, an extended range guided projectile capable of engaging stationary and moving targets, both land and sea, including engagements that preclude access to the Global Positioning System (GPS). The MTAR program is in a pre-acquisition phase, focused on technology maturation and demonstration. Inert and live fire flight tests will be used to demonstrate maturity of the system as a prerequisite for transition to a planned program of record within the Portfolio Manager Ground Combat Element Systems at Marine Corps Systems Command. MTAR shall be a full caliber projectile fired from the M777A2 towed Howitzer, without modifications to the gun or the Modular Artillery Charge System (MACS) propelling charges. Key features include extended range, effectiveness against moving targets, precision guidance and navigation without GPS, subsystem modularity, subsystem maturity, weapon system compatibility, restricted altitude, all-weather capability, reduced time of flight, and affordability. For the MTAR Performance Specification and additional technical guidance information please contact either of the two Government POCs listed for this requirement in Section III. The purpose of this special notice is to promote this program to as many interested parties as possible. Interested parties will have the ability to submit a response for this program by using the Department of Defense Ordnance Technology Consortium's (DOTC) vehicle highlighted below. Defense Ordinance Technology Consortium (DOTC) Request for Ordinance Technology Initiatives (ROTI) DOTC-19-01 DOTC-19-01 is a Request for Ordnance Technology Initiatives (ROTI) that has recently been issued by Advanced Technology International (ATI) for DOTC.
