- SOURCES SOUGHT: THIS IS ONLY A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUCEMENT. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone Small Business concerns, Service-Disabled Veteran-Owned Small Business concerns (SDVOSB), 8(a) certified Small Business concerns, Woman-Owned Small Business concerns or Small Business concerns, or to solicit as Unrestricted. The U.S. Coast Guard is seeking Interested Vendors with successful past performance, current relevant experience, personnel/resources, equipment, and capability to repair waterfront corrosion to pier and wharf piles and electrical repairs at USCG BASE BOSTON, Boston, MA (Suffolk County). The applicable North American Industry Classification System (NAICS) code is 237990, with a small business size standard of $36.5M Million. The total estimated value of the procurement is between $2,500,000 and $5,000,000. Performance and Payment bonds will be required. The performance period is estimated to be 360 days from issuance of Notice to Proceed. This project is located at USCG Base Boston, Boston MA waterfront at Wharf 4 and Pier 3. The project consists of repairs to concrete piles and electrical repairs. The work must be conducted by the contractor to provide the least possible interference to the activities of the government's personnel. The work includes, but is not limited to the following activities: Base Bid: a. Wharf 4 and Pier 3 Concrete Pile Repairs: (1) Remove deteriorated concrete and prepare surface of existing concrete piles. (2) Provide cathodic protection pile jackets to encapsulate the existing concrete piles. b. Pier 3 Electrical Improvements: (1) Remove abandoned cable, conduits, shore ties, panels, and boxes. (2) Provide four shore ties including all associated cables, conduits, panel boards, and boxes. (3) Replace existing lighting system cables and conduits. c. Floating Dock Repairs: (1) Replace 12 floating dock guide piles. (2) Install cathodic protection anodes. (3) Replace UHMW wear pads and connection hardware. (4) Provide gangway wear plate. Bid Option: a. As directed by the Contracting Officer perform the following work on Wharf 4 and Pier 3 piles: (1) Remove deteriorated concrete and prepare surface of existing concrete piles. (2) Provide cathodic protection pile jackets to encapsulate the existing concrete piles. Your response should include the following: (a) a positive statement of your intent to submit a proposal for this solicitation as prime contractor; (b) a statement identifying your certified small business designation (if any); and, (c) evidence of prior successful repair waterfront corrosion to pier, wharf piles and pier electrical repairs to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers. Your response is required no later than 24 April 2018. All of the above must be submitted in sufficient detail for a decision to be made on an applicable set-aside.
