Description
NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT: Under the authority of FAR 6.302-1, it is the Government's intent to award a sole source service contract to the New Mexico Institute of Mining and Technology for laboratory testing services for the USACE in support of the Yuma Proving Ground Test Center. THIS IS NOT A FORMAL SOLICITATION. This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available, and telephone requests for a copy of the solicitation will not be honored. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses received within 15 days will be considered. If no affirmative written response is received, the service contract will be awarded without further notice. A determination by the Government not to compete this proposed service contract is based on FAR 6.302-3(a)(2)(ii), to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center. New Mexico Institute of Mining and Technology is one of the few laboratories in the country capable of performing Total Uranium and Isotopic Uranium analyses using ICP-MS required for this project. Award of this service contract will be based upon the need to maintain essential engineering, research or development capability for the Yuma Proving Ground, the possible responses to this notice, and is solely within the discretion of the Government. Detailed capabilities must be submitted to the following email address no later than 2:00 PM (MST) 25 April 2018, francesca.m.luna@usace.army.mil.
