- Description
- The project consists of office/building renovations at the James T. Foley United States Courthouse, 445 Broadway, Albany, New York, 12207. This project was designed by N.K. Bhandari Architecture & Engineering P.C. of Syracuse, New York. The Contractor shall provide all labor, material, equipment, tools, management, and supervision. The base project consists of work to upgrade the elevator power requirements and elevator emergency power operation at the James T. Foley U.S. Courthouse, Albany, NY so the Judges Elevator, Freight Elevator, Passenger Elevators #1 and #2, and Passenger Elevators #3 and #4 will operate in "Fire Service - Phase I" and "Fire Service - Phase II" when the elevators are operating under emergency power or normal power in compliance with the requirements of ASME/ANSI A17.1-2013. A partial list of the major work activities that will be performed under this project is described hereafter: replace existing elevator power feeders with new elevator feeders; modify the existing elevator power conduit systems so the modified elevator power conduit systems aren't interconnected to any other conduit systems; remove and dispose of the selective transfer switches that currently provide power to the elevators, install a new Emergency Distribution Panel "EMDP" that will be interconnected to the existing Automatic Transfer Switch and the existing Emergency Panel "EDP", connect new elevator power feeders to the new Emergency Distribution Panel "EMDP", interconnect the elevator controllers and modify the elevator control system the new "Emergency Power Sequencer Overlay Controller" will operate the maximum number of elevators that can be supported by the emergency generator, cut and patch walls to install conduit systems, repair finishes disturbed by the contract work, and test the elevators after contract work is performed, and perform all other work described by contract documents entitled "Foley Correct Elevator Power Deficiencies - RNY00771" which were designed by N.K. Bhandari, Architecture and Engineering. Exact work descriptions are identified and indicated in the Contract Documents. Products to be used are specified within the drawings and individual specification sections. The contractor shall comply with the project's design specifications and drawings. The work will be constructed under a single prime contract. In accordance with FAR 14.408-1, award will be made as a firm fixed price sealed bid construction contract to a responsible bidder whose bid, conforms to the invitation, will be most advantageous to the Government, considering only price and the price-related factors included in the invitation. The magnitude of this construction project is estimated between $250,000 and $500,000. The appropriate NAICS Code is 236220, with a size standard of $33.5 million dollars. Performance and payment bonds will be required following award pursuant to the Miller Act. A bid guarantee is also required. The procurement is 100% set-aside for small business concerns. Offers from other than small business concerns will not be considered by the agency. The required construction completion date is approximately two hundred-ten (180) calendar days commencing one day after Notice of Award. The tentative solicitation release date is no earlier than 15 days after posting of this notice in FedBizOpps. The procurement is subject to FAR 52.232-18 Availability of Funds (APR 1984). It is anticipated that the solicitation (IFB) will be issued on or about April 25, 2018 with bids due on or about May 25, 2018. Potential bidders must register with FedBizOpps in order to have access to the solicitation material. All potential offerors must have an active registration in the System for Award Management (SAM).
