- SYNOPSIS: IN ACCORDANCE WITH SECTION 111 OF THE MILITARY CONSTRUCTION AND VETERANS AFFAIRS APPROPRIATION ACT, (DIVISION J OF PUBLICATION L. 113-76) AND SIMILAR SECTIONS IN SUBSEQUENT MILITARY CONSTRUCTION APPROPRIATIONS ACTS, THIS ANNOUNCEMENT IS OPEN ONLY TO UNITED STATES FIRMS OR TO JOINT VENTURES OF UNITED STATES AND HOST NATION (JAPAN) FIRMS SUMMARY: The U.S. Army Corps of Engineers (USACE), Pacific Ocean Division, Japan Engineer District is issuing a SOURCES SOUGHT Announcement for Architect-Engineer (A-E) services to perform design, engineering, and construction support services for Department of Defense (DOD) components under the jurisdiction of United States Forces Japan (USFJ). Projects will be primarily located in U.S. military installations throughout Japan but may potentially be utilized regionally. PROPOSED ACQUISITION ACTION: The Japan Engineer District contemplates the acquisition of multiple Indefinite Delivery Contracts (IDCs) to perform various A-E services to support the execution of USFJ's US and Host Nation Construction Programs throughout Japan. The US Construction Program supports the execution of Military Construction and various Maintenance and Repair projects. The Host Nation Construction Program supports the execution of design and construction projects performed by the Government of Japan. The shared capacity for the grouping of IDCs shall be determined at a later date, but is expected to be $90,000,000 or more. Each IDC shall consist of a base period plus option periods for a total ordering period of not more than five years and six months. Services will be implemented through negotiated firm fixed price task orders varying in magnitude from $2,500 to $7,500,000. A-E services required shall include, but not be limited to: design, planning, studies, reports, criteria development, criteria justification, cost estimating, value engineering, site investigations, construction phase services, technical reviews, commissioning services, and other general engineering activities required during a projects planning, design, and construction phases. INFORMATION REQUESTED: The purpose of this Sources Sought Announcement is to measure the A-E communities' level of interest for the proposed acquisition action and to support the District's development of a viable acquisition strategy going forward. Responses shall include the following information and shall not exceed a total of 15 pages: 1. Offerors' name, address, points of contact including telephone numbers and email addresses. 2. Offerors' Commercial and Government Entity (CAGE) or Data Universal Number System (DUNS) Number. 3. Description of the Offerors capability to perform the services required. Provide project data and past performance ratings. Information may include scope, size, cost, and identification of team (sub-consultants) involved with performance along with the percentage of total project effort provided by each. The response shall be limited to no more than ten (10) projects performed within the past six years of this announcement date. 4. Description or concept of the prospective TEAM (Prime and subcontractors) contemplated for the work involved with this proposed acquisition action. Describe the TEAM's approach to execute large scale and complex design projects in Japan to support the US Construction Program. Describe the TEAM's approach to execute projects associated with the requirements of the Host Nation Construction Program.
