RFI (sources sought) In order to support the FY18 competition, U.S. Department of Education ( the 'Department') announces an extensive Request for Information and Vendor Engagement effort. The Department will issue a Request for Proposal ('RFP') in FY18 to contract with a vendor, or team of vendors to determine if sufficient interest and capability exists in the marketplace for the Impact Evaluation to Inform the Teacher and School Leader Incentive Program ('TSL evaluation'). Please read this document in its entirety. The information that you provide may play a substantial role in shaping this procurement and may affect the composition of the Performance Work Statement ('PWS'), Instructions to Offerors, and Source Selection Criteria. Vendors are encouraged to provide feedback now so as to enable the Department to address as many questions as possible before release of the RFP.
