Description
COMMUNICATIONS WITH INDUSTRY LYNDON B. JOHNSON SPACE CENTER Center Safety and Fire Operations II (CSFO II) The NASA Johnson Space Center (NASA/JSC) plans to conduct a Virtual CSFO II Contract Industry Day in order to facilitate open communications with industry. Industry day will be held on April 24, 2018, from 8:30 am-11:00 am via Skype Web Conference. One-on-one meetings with the procurement development team will also be offered following the Virtual Industry Day. CSFO II Contract Description: The CSFO contract provides safety and fire protection services to support JSC in accomplishing its institutional safety program objectives. Major areas of the contract include safety, fire protection, safety training, maintenance of fire protection systems, test safety, safety information systems, emergency response, and special projects. In performing its duties, the contractor will specifically support the JSC Safety and Test Operations Division whose mission is to help line management and employees in reducing and preventing injuries to NASA personnel and damage to NASA equipment. The primary work areas for this contract are aerospace facilities at the NASA Johnson Space Center, Houston, Texas, and related operations at Ellington Field (EF), Houston, Texas, and Sonny Carter Training Facility (SCTF), Houston, Texas. Intermittent support may be required at other sites for which JSC has responsibility such as Forward Operating Locations (FOL) in El Paso, Texas and the White Sands Test Facility, Las Cruces, New Mexico. Contractor services may be required at other locations, NASA contractor, subcontractor, or vendor facilities as requirements warrant. The current Statement of Work (SOW) for CSFO can be viewed at: https://procurement.jsc.nasa.gov/csfo2/. This current SOW is for information and planning purposes only and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition. GOALS: The goals of Industry Day and the one-on-one sessions are to: 1. Provide information on the current Center Safety and Fire Operations (CSFO) contract. 2. Promote competition on the proposed new CSFO II acquisition. 3. Share the Government's current vision for the S&MA Directorate. 4. Provide industry with the opportunity to meet with the Government early enough in the procurement process to provide input into the CSFO II procurement strategy. 5. Allow NASA/JSC to better utilize industry input to improve any future Requests for Proposal (RFP). An oral Question and Answer Session will follow the Industry Day presentation. Official answers to these questions will be posted to the CSFO II website after Industry Day. Please note that all answers provided to questions during the Skype Web Conference Industry Day will be considered unofficial until answers can be published on the CSFO II website. Industry Day is open to all firms interested in pursuing contracting/ subcontracting opportunities on the CSFO II procurement, whether they have previously performed work at JSC or not. All interested parties are encouraged to attend. CFSO II SKYPE WEB CONFERENCE INDUSTRY DAY: CSFO II Skype Web Conference Industry Day is open to firms that are interested in pursuing contracting opportunities on the CSFO II procurement. To be able to access the CSFO II Skype Web Conference Industry Day, please email Andrea Browne, Contracting Officer at andrea.browne-1@nasa.gov. Your email must include the following: 1.Subject line: "CSFO II Skype Web Conference Industry Day RSVP" 2.Company's name and address 3.The company's Point of Contacts (POCs) names, telephone numbers, and email addresses 4.NASA intends to post all companies in the interested parties list. If you wish not be included on the list, you must indicate that your firm does not want to be included. A confirmation email will be sent to acknowledge your reservation and provide further instructions on how to join the Skype Web Conference. Questions will be allowed at the end of the Skype Web Conference presentation. ONE-ON-ONE SESSIONS: To facilitate interactive communications with industry, NASA personnel will also be available for private meetings in person or via teleconference with individual companies in conjunction with Industry Day. The purpose of these meetings is to provide industry with the opportunity to better understand the requirements of the CSFO II contract and to allow industry an opportunity to provide input regarding the questions asked in the posted Request for Information (RFI) Synopsis. In addition, the Government may ask for additional clarification on written responses to the RFI. The meetings are intended to be question and answer sessions. Attendees should not prepare or present any formal presentations or proposals during Industry Day or the one-on-one sessions. Additionally, the following topics may be discussed: 1.The general purpose of the announced procurement; 2.Any information about JSC that NASA has already made accessible to the public or is otherwise being made available to all potential offerors; 3.Historical information about the general nature or scope of prior contracts whose requirements will be addressed in whole or in part under a follow-on procurement; 4.Information that describes the federal procurement process as defined by the Federal Acquisition Regulation (FAR), NASA FAR Supplement (NFS), or other published procurement policy documents; and 5.Procurement specific information already published such as information contained in the acquisition forecast, Statement of Work (SOW), and pre-solicitation synopses. Questions regarding the subjects below will not be discussed: 1.Proprietary or confidential business information of incumbent contractor(s) or other business entities; 2.Privacy Act protected information such as, incumbent contractor employees' personal data; 3.Trade Secrets Act protected information; 4.Speculation on what the Government might be looking for in proposals; 5.Different technical and management approaches; 6.Technical Efficiencies; 7.Any particular Government Emphasis; and 8.Incumbent's performance. Any company may request a one-on-one session. Sessions will not exceed 30 minutes in length and attendance is limited to three persons. Scheduling of appointment times will be on a first-come, first-serve basis. Appointments will be scheduled every 40 minutes starting at 12:30 pm (CDT) on April 24, 2018. Guidance for conduct during the One-on-One communications is below to this posting as: "One-on-One Communications with Industry Guidance." SIGN-UP REQUIREMENT FOR ONE-ON-ONE MEETINGS: To schedule a one-on-one appointment, please email Andrea Browne, Contracting Officer at andrea.browne-1@nasa.gov. Your "one-on-one RSVP" email must include the following: 1.Subject line: "CSFO II One-on-One RSVP" 2.Company's name and address 3.The company's Points of Contact (POCs) names, telephone numbers, and email addresses. 4.The email RSVP must explicitly state each of the company's attendee's names and titles (limited to three) that intend to attend the one-on-one meetings. Any special time requests, with justification, will only be accommodated as practical. This information applies for teleconference and in-person one-on-one meetings. 5.Please state whether you prefer to hold the one-on-one meeting in person or by teleconference. Email reservations for the one-on-one meetings must be received no later than 2:00 pm (CDT), Friday, April 20, 2018. A confirmation email will be sent to acknowledge your reservation and scheduled time. Scheduling of appointment times will be on a first-come, first-served basis. Additional meeting times will be arranged as soon as practical should the number of firms requesting meetings exceed the times available on April 24, 2018. The One-on-One meetings are to be held at the Gilruth Center. The meetings will be held with the interested parties at the scheduled times and place provided in the response to the RSVP. The goal of the Industry Day is to promote and facilitate open communication with industry. The purpose of the Industry Day One-on-One communication meetings are to allow industry the opportunity to openly communicate with the Government by providing comments and inputs early enough in the procurement process for consideration during the procurement strategy process. Please note that neither side will be making a formal presentation during the One-on-One communications meetings, and recording devices are not permitted.
