- How_To_Apply_and_FAQs - Object Recognition - 4.11.18 SVIP_Application_Template_with_Instructions_-_Object Recognition OTS Call 70RSAT18R00000024 Object Recognition and Adaptive Algorithms in Passenger Property Screening This Other Transaction Solicitation (OTS) Call (70RSAT18R00000024) - Object Recognition and Adaptive Algorithms in Passenger Property Screening is a call issued against Department of Homeland Security (DHS), Science & Technology (S&T), Silicon Valley Innovation Program (SVIP), 5-Year Innovation Other Transaction Solicitation (OTS), HSHQDC-16-R-B0005 (current issue). The OTS describes the overarching program details whereas the call describes the specific problem set. The Transportation Security Administration (TSA) continues to seek enhancements to security capabilities for the screening of air cargo, civil aviation passengers and their belongings. TSA's Office of Requirements and Capabilities Analysis (ORCA) serves as a key center of innovation within the agency, focusing on rapid engineering, solution development, and demonstration through partnership with offices across TSA, DHS components, and industry stakeholders. DHS S&T and TSA fulfill their missions through technology solutions that enhance TSA detection and screening capabilities. Specific screening capabilities include detection of explosives threats in air cargo, on passengers, and in passenger belongings. Also of interest are secondary screening capabilities for resolution of alarms with minimal intrusion during alarm resolution. TSA is very interested in those solutions that facilitate adaptive image interpretation and provide object recognition capabilities that recognize and adapt to changes in objects, materials, and other aspects of passenger property. The focus of this topic call is on the screening of passenger belongings. This call is seeking innovative techniques to automatically classify the contents of passenger Stream-of-Commerce images/data in a manner that can support future algorithm development for explosives and/or prohibited item threats. DHS S&T will evaluate applications four (4) times on a quarterly basis. The quarterly deadlines for submitting an application are: 07/13/2018, 10/12/2018, 01/15/2019 and 04/17/2019. Applications must be submitted prior to a quarterly deadline to be evaluated in the respective quarterly review cycle.
