- ATTACHMENT 1 - TIRE DESCRIPTIONS This is a Sources Sought Notice (SSN). DLA Distribution is considering small business set-aside, Blanket Purchase Agreements, for the acquisition of Commercial Truck Tires (as described in Attachment 1 - Tire Descriptions). DLA Distribution is seeking Small Business manufacturers and/or distributors that can provide the items listed in Attachment 1, and can qualify as a small business under North American Classification System (NAICS) code 326211 (size standard of 1,500 employees or less to be considered a small business concern). This notice is provided as information to the marketplace and is an invitation for an expression of interest in the list of items listed in Attachment 1. This SSN does not constitute a request for a formal quote or proposal. In addition, unsolicited proposals will not be accepted in response to this notice. Interested small business sources that qualify as such under the above listed size standard are asked to submit a statement of no more than three page(s) (no prices) that identifies their capabilities with regard to this notice. As a minimum, any such response must include: (1) a short capabilities statement that identifies the manufacturer's experience and qualifications to provide the items described, OR a statement that your company is a reseller; (2) a DUNS number or CAGE code for your company; (3) a statement of each respondent's intention (affirmative or negative) to respond to any subsequent acquisition that may be published for these items; and, (4) a point of contact and phone number for any questions that may arise as a result of this notice. Note: The Blanket Purchasing Agreement will be written to restrict all Call Orders from exceeding $24,999.99. Per FAR 19.102(f)(7), the non-manufacturer rule is not applicable. In addition, per FAR 5.101(a)(1), Call Orders will not be synopsized. At the present time, a small business set-aside decision has not been made and is contingent upon responses to this Notice. Responses are sought from small business sources that can manufacture and/or distribute the items in Attachment. All respondents to this notice will be confirmed as small through their company's On-Line Representations and Certifications in the System for Award management (SAM) database. Responses received from any company that is not a small business concern will not be reviewed. This SSN does not commit the Government to contract for the identified items. The information provided in this SSN is subject to change and is not binding on the Government. Respondents are advised that DLA Distribution will not pay for any information or administrative cost incurred in responding to this Notice. In addition, the Government will not entertain any requests to meet individually with a contractor, and will not respond to any electronic or telephonic inquiries for this purpose. A response to this Notice is required by April 18, 2018 at 5:00 PM EDT. Responses must be received electronically. Paper media will not be opened.
