Description
AMENDMENT: The purpose of this amendment is to incorporate information pertaining to budgetary and financial information: In February 2012, Congress enacted the Middle-Class Tax Relief and Job Creation Act. The Act charged NIST to establish a Research and Development (R&D) program to support the development and deployment of the Nationwide Public Safety Broadband Network (NPSBN). In January 2016, the NIST Public Safety Communications Research (PSCR) program established the Innovation Accelerator (IA) to spearhead R&D that supports the development and deployment of the Nationwide Public Safety Broadband Network (NPSBN). Within the IA, PSCR's Open Innovation Program (OIP) will leverage public safety groups, government entities, academia, and industry to identify innovation opportunities and foster technology advancements for public safety communications through Open Innovation Opportunities (OIO). NIST anticipates that the expected solicitation will result in a multiple award BPA with a cumulative ceiling amount of $50 million across all BPA's awarded. It is anticipated that call orders will be issued in accordance with the BPA's SOW and the FAR. Each call order will be competed among the agreement holders pursuant to FAR 8.405-3(b)(2) and will be accompanied with all the necessary documentation required to clearly define the work of the call order, its cost, and terms and conditions of execution and delivery.
