- 5 STATEMENT OF WORK (SOW) for Electrical Services Task Order Title Electrical Services for the Dallas CMOP to repair and troubleshoot faulty electrical wiring. Replace electrical components; install new breaker panels, breakers, receptacles, wire, and other electrical services. Introduction The Department of VA Dallas CMOP is pursuing the acquisition of electrical services from a commercial provider. The primary goal of this acquisition is to provide the solution and services necessary for CMOP to continue operations resulting in improvements in efficiency, agility, innovation, and potential cost savings. This Statement of Work (SOW) issued by CMOP describes the goals expected to be achieved with regard to executing the services needed for an electrician. Background The CMOP has been using the government purchase card to procure these services. Contracting believes that there should a BPA/ IDIQ in order to better service the CMOP. Current Environment The CMOP is run by all electrical components; the production system will not function if an electrical component is down. Facilities and IT can correct some of these problems on a daily basis; there are times that an electrician is needed to run new circuit s, repair/ install breaker panels, install new outlets and sub-panels. If the system is down the Veterans are not receiving their medication. Specific Requirements Repair and troubleshoot faulty electrical wiring. Repair and replacement of ballasts as needed, rewire equipment or fixtures. Inspect electrical components for safety. Complete electrical inspections to assure that systems are to code and standards and current on flash arch documentation. Troubleshoot and identifying electrical issues. Maintain and repair large motors, equipment and control systems Install and repair wiring. Maintain electrical controls and lighting systems. Work as subcontractors and collaborate with other subcontractors. Work with electrical engineers and construction engineers. Provide electrical installation and parts to add or modify service to areas that are being re-designed, remodeled and new equipment and offices installed. Repair and upgrade electrical service feeds during remodels. In addition, the contractor will provide service calls during the workday M-F 6:00 a.m. -2:30 p.m. and after hours. Service calls require electricians to make inspections, diagnose problems, and troubleshoot electrical problems. When electricians respond to service calls, they must be capable of estimating costs of needed repair work before making repairs. If the call is considered an emergency they need to be on site with 2 hours of the call. If the call is not an emergency the contractor will have 8 hours to respond. All work performed by the contractor shall comply with all applicable Federal, state and local laws and regulations, including, but not limited to, those promulgated under the Occupational Safety and Health Act. The contractor must perform all operations in a prudent, conscientious, safe and professional manner. At a minimum, contractor's personnel and equipment shall comply with applicable Federal, state, and local laws, safety regulations and procedures, and contractor will ensure that its agents, employees, and subcontractors perform in a safe manner. Government Furnished Equipment/Information (GFE/GFI) The contractor shall be furnished current task pertinent information, and other documentation or materials as required for conducting the tasks described hereunder. For the purposes of migrating existing systems to the contractor provided systems and as necessary for the implementation of requested implementations, the contractor shall have full access to GFE and software to perform the duties on the project while performing duties in government space. All Government Furnished Property referred to in this clause will remain the property of the Government, or its contractor, and under that entity s control at all times. The Government retains the right to withdraw or reallocate these resources at any time, and without notice, during the performance of this contract. Personnel Security Clearances The contractor shall obtain their security badges through Security located in the front office. Vendor s personnel and all sub-contractors shall abide by all Dallas CMOP security requirements and regulations. Safety The contractor shall comply with all local, state and federal laws and safety regulations. Compliance with OSHA and other applicable laws and regulations for the protection of contractor s employees is exclusively the contractor s obligation, and the Government will assume no liability or responsibility for the contractor s compliance or non-compliance with such responsibilities. The contractor s shall provide contractor employees with all necessary personal protective clothing and equipment. 5.4 Fire Prevention and Safety Contractor s employees shall comply with the Occupational Safety and Health Act (OSHA), VA CMOP Fire Protection Program and the Fire Prevention and Health Program. 5.5 Federal Holidays The following Federal holidays are observed at Dallas CMOP. The contractor will not perform services on Federal holidays, or the actual day set aside for observation. New Years Day Labor Day Martin Luther King s Birthday Columbus Day President s Day Veterans Day Memorial Day Thanksgiving Day Independence Day Christmas Day 5.6 Contractor Employee Conduct The Government reserves the right to require removal from the site any contractor employee who endangers persons or property, whose actions are inconsistent with professional conduct, whose continued employment is inconsistent with the interest of VA CMOP security or who is found to be incapacitated or under the influence of alcohol, drugs, or other substances. Removal of employees for any reason does not relieve the contractor of the requirement to perform services specified herein. 5.7 Warranty The contractor shall warranty all parts, equipment, and workmanship for a period of one year from the date of Government acceptance of work. 5.8 Waste Disposal The vendor shall dispose of all waste and excess materials from the job site. The vendor shall not dispose of any waste at Dallas CMOP or leave waste at the site overnight. 5.9 Work Areas The contractor shall, at all times, keep work areas free from accumulations of waste material, rubbish, tools, equipment, and materials. Upon completion of the job or when away from the work site, the contractor shall leave the work area and premises in a clean, neat, safe and workmanlike condition. 5.1.1 Smoking in VA Facilities Contractors are advised that the Government has placed restrictions on the smoking of tobacco products in Government facilities. Contractor employees and visitors are subject to the same restrictions as Government personnel. Smoking is permitted only in designated smoking areas. 5.1.2 Illegal Substances Illegal substance possession, use, or distribution will not be tolerated on any Government installation, including VA Dallas CMOP. This includes prescribed medical marijuana. The contractor shall ensure that contractor employees who have access do not possess, use, or distribute illegal substances. All contractors are required to adhere to all local, state and federal laws concerning possession and/or use of illegal substances. Contractors found to be in possession of illegal substances will be barred from the installation and subject to arrest and prosecution by local authorities. 5.1.3 Weapons, Firearms and Ammunition Contractors employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or on Government property while at VA Dallas CMOP. Contract Type IDIQ/ BPA Minimum per year $500.00, Maximum for term of contract will not exceed two hundred thousand dollars. Period of Performance The term for each Order placed under the BPA/IDIQ shall be specified by individual placing the Order. Under no circumstances may an order be placed under the BPA/IDIQ if the BPA/IDIQ has expired, or has been terminated or cancelled by the Government. The Period of Performance will be from [4/2018 to 4/2019 with 3 ea. 1 year renewals. Place of Performance 2962 S.
