- Special Notice The U.S. Geological Survey, Arizona Water Science Center (AzWSC), located in Tempe, AZ 85281, has a requirement for Leica surveying equipment including GNSS RTK GPS Equipment and the Infinity Software required to process field data along with all necessary accessories including batteries, controllers etc. to run this equipment in the field. The Leica GS14Base and Rover Bundle includes receivers, batteries with chargers, brackets, antennae and additional accessories. The North American Industry Classification (NAICS) Code is 334220 Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing and the size standards in number of employees: 1,250. This requirement is not set aside for small business. The USGS intends to make a non-competitive award for the Leica brand name only. Competition will be sought among resellers for Leica equipment. The Government intends to award this requirement noncompetitively in accordance with FAR 13.106-1(b) (1). Brand Name Justification: The Government requires a scanning instrument with the capability to capture 1,000 or more topographic points per second. The unit must also be fully robotic, RTK GPS and LiDAR capable and able to process and combine data in real time. The only known products to meet these minimum needs are the Leica Multi-Station products. This equipment will interface with existing surveying equipment in use by the AzWSC. If other equipment were used, the ability for the equipment to be uniform across centers would no longer exist (data continuity among projects, trading spares, etc.), which is imperative to on-going studies and response in emergency scenarios. The cost to replace the existing investment in these Leica products would be in excess of any savings hoped to be achieve through full and open competition. Competition is available among Leica resellers. This is not a request for quotation, and the Government does not intend to pay for information received. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Respondents will not be notified of the results of any Government evaluation of the information received.
