Description

Sole Source Justification - Final_Redacted The U.S. Department of Agriculture, Agriclutural Research Service (ARS), Eastern Business Service Center (EBSC) intends to award a sole source procurement to: Colorado State University Fort Collins, CO to provide specialized nutrient analsis and related services to the USDA-ARS facilities in Ithaca, NY. The contractor has provided similar services for this type of research for USDA in the past and in order to maintain continuity of research data the same vendor needs to be used. Without using the same vendor for this analysis it will not be possible for results to be compared and matched to existing data and limit the value of the research. Moreover, another contractor's equipment, methodology, technique, execution, etc. of the analytical services required could result in inconsistencies in research data that could introduce unnecessary, and unintentional, bias, errors, and/or inconsistencies throughout various research projects for which this data is being used. Pursuant to the authority of 41 U.S.C. 253(c)(1), FAR 13.106-1(b)(1)(i), and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The analysis will be conducted for the USDA-ARS facilities in Ithaca, NY. The Government intends to award a firm fixed price purchase order on or about April 30, 2017. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 1:00 p.m. Eastern Daylight Time, April 27, 2018.
