Description
Pre-solicitation Notice: Afghan National Defense Security Forces (ANDSF) Operations & Maintenance (O&M) and National O&M Training Services - U.S. Army Corps of Engineers - Afghanistan RFP No. W912ER-18-R-0028 The US Army Corps of Engineers, Transatlantic Middle East District (TAM), intends to release a Request for Proposal (RFP) on an unrestricted basis to obtain proposals from qualified offerors interested in and capable of providing O&M services for critical infrastructure and critical facilities and vocational O&M training at various locations throughout Afghanistan. O&M services will be conducted at various ANDSF Afghan National Army (ANA) and Afghan National Police (ANP) critical facilities and infrastructure located throughout the ANA Corps HQ Commands and 8 ANP Zone Commands. O&M services provide for life sustaining facilities, such as power plants, wastewater treatment plants, solid waste collection and disposal, water treatment, and HVAC maintenance and repair to facilitate ANDSF security operations throughout the provinces of Afghanistan. The training program is to provide ANDSF Facilities Engineering personnel with trained and equipped plant managers, Contracting Officer's representatives and quality assurance technicians and preventative maintenance technicians who will be capable of overseeing critical infrastructure and facilities O&M service contracts, perform Preventative Maintenance Inspections (PMI), perform emergency repair actions, perform critical infrastructure system isolation, perform basic troubleshooting of critical plants and systems and perform fuel storage system operations. The Offeror will be expected to provide all management, supervision, labor, materials and supplies, tools, equipment, spare parts, security, transportation, contractor life support and satisfactory operations for scheduled and unscheduled maintenance and repairs of equipment and systems to support the O&M and training effort. The Request for Proposal (RFP) will be issued via FedBizOpps on or about 18 May 2018. As defined in FAR 16.504, this acquisition will result in a Single Award Indefinite Quantity Task Order Contract. Basis of award will be determined from utilizing the lowest price technically acceptable source selection process in accordance with FAR 15.101-2. The Request for Proposal will contain complete evaluation criteria. All Task orders will be Firm-Fixed Price. Place of performance is entirely in Afghanistan. The period of performance will be for one base year and three, one-year option periods. At this time, there is no planned site visit or pre-proposal conference. Offerors will be afforded a Q&A period following the release of the RFP and that information will be included in the RFP. Offerors are advised to register in the System for Award Management (SAM) at www.sam.gov and the Joint Contingency Contracting Systems Registration (JCCS) at www.jccs.gov/olvr/default.aspx prior to submission of proposals. Additionally, to be eligible for award, an Afghanistan Investment Support License (AISA) at www.aisa.org.af/licensing and/or Ministry of Commerce and Industry (MOCI) http://acbr.gov.af/ will be required.
