Description
DLA Aviation at Philadelphia will solicit a proposal for the acquisition of performance based support under the Boeing Captains of Industry Contract for the PB Option period. This support includes logistics management, which include wholesale supply support ad sustainment elements, packaging, storage, reliability improvements, and field engineering support of Boeing Sole Source items. DLA seeks to execute a comprehensive performance based supply chain management program to support Boeing Aviation platforms. For the direct material support, the contractor will be required to meet supply chain performance based on metrics for material availability and order response time to approximately 4,069 NSNs. The performance metrics will be based on the level of demand for the individual NSN. Due to the age of the system, drawings may no longer be up-to-date; tooling may no longer be available or un-useable; materials may be obsolete and the vendor base may have diminished since the parts were last purchased. The contractor will be required to mitigate these challenges. Performance Based functions will include: demand forecasting; inventory management; warehousing; supply chain engineering support; training; material support and availability; process improvements; and field service representative. Flexibility to add more items is necessary as requirements dictate. The contract will support but not limited to AV-8B, C-17, CH-47, F/A-18, F-15, KC-135, B-52, B-1, E-3, AGM-84, AGM-86, P-8, E-6, KC-46 and AH-64 aircraft parts. The Boeing Company is the current sole source for this requirement and Boeing is the original equipment manufacturer (OEM) of these items with design control, authorization, and documentation to manufacture. Boeing owns the limited rights to these items. The Government does not have the drawings or complete data packages. However, some limited demand data is available upon request. Under Performance Based contract, a contractor will carry out logistics functions for specified items while meeting daily services demand requirements within a specific response time t CONUS and OCONUS destinations. DLA requires strategies that would include partnering with Government entities such as organic depots. A list of the 4,069 NSNs attached.
