Description
INTENT TO AWARD SOLE SOURCE: The Centers for Medicare and Medicaid Services (CMS) intends to negotiate and award a sole source purchase order to Booz Allen Hamilton, 8283 Greensboro Drive, Mclean, VA 22102, for a project entitled "Centers of Medicaid and CHIP Services (CMCS) Medicaid Web Site Development & Support". The contract serves as a transition contract and will have a thirty day Period of Performance (POP). The contract will be executed using Simplified Acquisition Procedures. CMS intends to issue a purchase order to a single source under the authority of FAR 13.106-1, "Only One Responsible Source" and no other supplies or services will satisfy agency requirements. Booz Allen Hamilton is the only contractor capable of providing transition services for a 30 day period to ensure a smooth transition to a successor small business. A justifiation is in process for the action. Booz Allen Hamilton possesses the required skills and knowledge of the system that no other contractor possesses for the time frame required. CMS REQUIREMENTS: The Centers for Medicare & Medicaid Services (CMS) is the Federal Agency with administrative authority over the Medicare, Medicaid and CHIP programs, as well as numerous health care programs established under the Patient Protection and Affordable Care Act (PPACA). Medicaid and CHIP programs are largely operated by state agencies with broad federal oversight. CMS has committed to the electronic exchange of business with state partners and the collection of state information in a structured, transparent fashion. Exchanging information in this manner with the states will enable the collection of program data supporting all reporting including management reporting, public reporting and all consumer reporting venues. Achieving this goal requires the conversion of paper-based contractual documents, including the Medicaid State Plan and amendments, to web-based applications. Additionally, centralizing Medicaid business and data transactions and streamlining the number of state data collection venues will achieve administrative simplicity for both the States and the Federal Government. States will have many business decisions to make in response to the PPACA. Each decision will manifest a business transaction with CMS detailing the program changes the state intends to make and will necessitate a response from CMS. CMS intends to transact this business in a web-based, transparent environment through a web portal. Medicaid and CHIP data is important to governmental entities at all levels, but also to the public, researchers, lawyers, advocates and others. Additionally, Centers for Medicaid and CHIP Services (CMCS) requires support for its websites such as Medicaid.gov and InsureKidsNow.gov. Medicaid.gov is the first official federal government website focused on Medicaid and the Children's Health Insurance (CHIP) Program. Through this site, CMS makes available policy guidance; lists of pending and approved waivers; highlights of Affordable Care Act implementation efforts; and state-specific program information and data. InsureKidsNow.gov is the result of Section 501(f) of the CHIPRA required that the Department of Health and Human Services (HHS) make available to families up-to-date information about covered services and about dental providers that participate in CHIP or Medicaid. The law requires that the benefits information is updated at least annually and the provider information is updated at least quarterly. The tasks to accomplish under this Statement of Work (SOW) include 1) maintenance and support for CMCS websites (including but not limited to, Medicaid.gov, InsureKidsNow.gov, and data.Medicaid.gov); 2) support the Administrator's Scorecard initiative, scheduled to be launched in May 2018, which include managing the content updates and ensuring the content is correctly loaded and reviewed for errors; and 3) transition support that includes testing and validating transition protocols, addressing any unforeseen issues with the web application, servers, or code and protocol training to CMS staff and/or designee. Specific tasks are outlined in Section 5.1 under Core Tasks. Web-based applications and products shall be in compliance with the stipulations of Section 508 of the Rehabilitation Act, 29 U.S.C. § 794d, as amended. Regular day-to-day work in publishing content shall be done in a way that supports our sites being fully 508 compliant and accessible, and may include making associated files compliant. Federal staff shall make final determinations of compliance if there are questions regarding specific pages or documents. All Websites and content should be published according to the OMB Federal Web Standards, and CMS and HHS policies, standards including quality control standards, and guidance, including Section 508. NAICS CODES: The North American Industry Classification System (NAICS) is 541512 and the size standard is $25.5 million. INTERESTED PARTIES: THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. All responsible sources may submit a capability statement which shall be considered by the agency. However, any future solicitation that will be open to competition will be subsequently issued on FedBizOpps in order to permit firms to respond.
