- This project consolidates the Pacific Missile Range Facility (PMRF) Barking Sands electrical power distribution systems by connecting multiple independent systems into one continuous system. The integration of these grids will require replacing portions of the existing electrical infrastructure with a new backbone distribution system and service laterals with larger conductor sizes and underground duct bank/manholes. The project provides pad mounted switchgear for grid isolation and equipment protection; Medium-Voltage cables, splices, and terminations to connect the pad mounted switchgears; and utility interconnection to allow load sharing and power distribution between the separate incoming feeders from the Kauai Island Utility Cooperative (KIUC). This solicitation is being advertised on an unrestricted basis inviting full and open competition. The primary NAICS Code is 237130 and the corresponding size standard is $36.5M average annual receipts over the last 3 fiscal years. The estimated cost of the project is between $10 Million and $25 Million. This is a source selection procurement requiring both technical and price proposals. The contract resulting from this solicitation will be awarded to that responsible offeror whose offer, conforming to the solicitation, is determined to be the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The non-cost factors are anticipated to be: (1) Experience, (2) Safety, and (3) Past Performance. Large business concerns are required to submit a subcontracting plan prior to award of the contract. This is a new procurement. It does not replace an existing contract. No prior contract information exists. It is anticipated that the solicitation will be issued on or around 23 April 2018. The solicitation contains sensitive but unclassified information which is For Official Use Only (FOUO) . All individuals who will be receiving the sensitive information must comply with the requirements of DoDM 5200.01 dtd 24 Feb 12. You must also comply with basic contract clause DFARS 252.204-7000, Disclosure of Information. Requesting explicit access shall be deemed as acknowledgement that the recipient contractor agrees to comply with the requirements set forth in contract clause DFARS 252.204-7000. The solicitation will be available in electronic format only. The solicitation excluding drawings, will be posted on the Navy Electronic Commerce Online (NECO) website at https://www.neco.navy.mil. Contractors must register at the Federal Business Opportunities (FBO) website https://www.fbo.gov to obtain access to the project. Registration instructions can be found on the FBO website. Once registered in FBO, the contractor must request explicit access to the project. An email will be forwarded once the contracting office has approved or declined the request. Approved contractors may view and/or download the project. No hard copies will be provided. It is the contractor s responsibility to check the websites daily for any amendments to this solicitation. A one-time organized site visit has been tentatively scheduled for Wednesday, May 9, 2018 at 10 A.M. HST. This site visit is to provide offerors with an opportunity to familiarize themselves with the jobsite and conditions to be encountered and is not for the purpose of answering questions. With the exception of block 25, all blocks must be filled in. The two identity source documents identified in block 14 will be required to pick up your pass. ** Photographs can be taken if a PMRF Photographic Authorization Request Form (Attachment B) is submitted and permission is granted. The following information shall be completed on the form: Name of Photographer - Provide the name of the individual taking the photographs Photographer s Company Information Provide the company s name and address Media Type/Format Indicate you will be taking Digital Photos and include the make and model of your camera. Note: Camera phones are not allowed. Pictures in the power plant and of the runway are not allowed. THE NUMBER OF ATTENDEES IS LIMITED TO A TOTAL OF TWO (2) PER COMPANY AND ONLY ONE (1) PHOTOGRAPHER PER COMPANY. To be eligible for contract award, a firm must be registered with the System For Award Management (SAM) database.
