- This is a Full and Open Competition requirement for the remanufacture of the F-16 Block 40 & above Hydro-Mechanical Actuator. The contractor shall provide all labor, facilities, equipment and all material to accomplish the remanufacture, test, packing, preservation and packaging of the F-16 Block 40 & above Hydro-Mechanical Actuator. A firm fixed priced contract is contemplated. The solicitation number will be FA8118-18-R-0037. Solicitation will be issued on or about: 24 Apr 2018 and closes 24 May 2018. Upon issuance of the COMPETITIVE solicitation, all responsible sources may submit a bid, proposal or quotation which shall be considered by the agency. This notice of intent does not in itself represent the issuing of a formal request for proposal and is not intended to be taken as such. The requirements set forth in this notice are defined per PR FD2030-17-02834 as follows: Item 0001: Remanufacture/Modify, Input As, NSN 1650-01-302-3404, P/N: 2743460-1, Noun, MOTOR-PUMP, HYDRAULI; Applicable to F-16 aircraft; Quantity: 3 YEAR IDIQ MIN QTY 3, MED QTY 10, MAX QTY 20. Item 0002: Over and Above Work. Item 0003: Data IAW DD 1423 (not separately priced). Deliveries are to be IAW CDRLS. QUALIFICATION REQUIREMENTS APPLY. Award will be based on meeting our requirements and cannot be delayed pending qualifications of additional sources. APPROVED SOURCES are: TRIUMPH Cage Code 1SR57, MOOG INC Cage Code 0ZWK8. NOTE: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
